While an officer is helping a stranded motorist, a vehicle begins driving down the sidewalk, hitting everything in its path

Officer Arnold was helping a stranded motorist in the roadway at 1500 East US-40 when a man ran over from Big O Tire and yelled, "You should probably go after that white Ford F-150."


The officer turned around and saw the vehicle driving West on the sidewalk of 200 North toward Roosevelt. He notified dispatch as he caught up to the truck. Dispatch advised that they were getting calls for a hit and run regarding the vehicle he was chasing.


The F-150 turned North onto 700 East with the officer right behind with his emergency lights on.


The subject began maneuvering the truck at the 300 North 700 East intersection as if he was trying to turn around or hit something else.


Officer Arnold jumped out of his patrol vehicle, drew his service weapon, and ordered the male out of the vehicle. The male subject ignored the officer's commands and kept driving, backing into a railing of the apartment complex.


The individual then got out, at which point the officer ordered him to stop and show his hands. The individual said why and began walking towards the apartment complex. The officer holstered his service weapon and ran after the individual, grabbed him by the coat, and pulled him to the ground. Officer Arnold then handcuffed him and quickly sat him up.


The officer asked the man what was going on, and he said he just wanted to go home. The male subject had a noticeable bump on his head from hitting the ground, so an ambulance was requested to respond to the scene.


Officer Arnold asked the man what his name was, and he stated his name was Jim Shakhshir.


He was very slow in his answers, and I was having a hard time understanding his last name, so Sergeant Bird found his wallet in the truck and grabbed his driver's license, identifying him as 59-year-old Jamil Roda Shakhshir.


As the officer was walking Jamil to the Ambulance, he was also having a hard time keeping his balance. The Ambulance then transported Jamil to the hospital.


At the hospital, Officer Arnold was notified that Jamil had stated that his nurse had administered a fentanyl patch earlier in the day.


Jamil was arrested for driving under the influence of alcohol and/or drugs and was asked if he consented to a blood draw. He refused. He was read his Miranda Rights, and he refused to answer any further questions.


The officer read the DUI admonitions to Jamil and then attained a warrant for his blood. Jamil's blood was drawn, and he was cleared medically.


Jamil was then transported to the Duchesne County Jail, where he was booked on charges of failure to respond to an officer's signal to stop, driving under the influence, and driving on denied due to his denied license.
