A female speeding down US-40 with her turn signal on and the rear door open gets a DUI

At around 10:00 AM, Deputy Green saw a Ford C-Max driving East on US-40 with the rear hatch door wide open, traveling between 70-75 mph.
When the deputy was able to get behind the car, the right-side turn signal was on, and it continued to travel at around 70 mph without attempting to make a right turn.
The deputy activated his overhead lights at approximately mile marker 73 and followed the vehicle for almost three miles before having to use his PA system to give verbal commands to the driver to pull over, but the driver still ignored them.
At mile marker 76, the Ford pulled to the shoulder, and Deputy Green approached the vehicle where the driver was waving her hands in the air and laughing. She asked the deputy if he would let her go, ignoring his questions.
The deputy had to repeatedly ask her for her driver's license and watch as the driver continued to laugh and hand him items that were in no way similar to her driver's license.
After several direct orders to provide her driver's license or her name, the driver placed her wallet on the driver's door, containing her license. The driver was identified as 60-year-old Kimberly Bingham.
Kimberly stated that her vehicle had insurance and handed the deputy a vehicle service receipt.
While the deputy was inside his patrol vehicle, he noticed that Kimberly's vehicle began to roll forward. He commanded her to stop, removed her from her car, and had Kimberly stand safely in front of his patrol vehicle.
When assisting units arrived, Kimberly was directed to perform Standard Field Sobriety Tests as well as Advanced Roadside Impaired Driving Enforcement (ARIDE) tests. The results of said tests produced sufficient probable cause to conduct the arrest of Kimberly Bingham.
Kimberly was taken into custody, and while attempting to secure her within a patrol vehicle for transport, she began resisting and interfering. She was transported to the UBMC for a medical clearance and then booked into the Duchesne County Jail.
