3/31/23

Vernal, Ut.- On 3/24/23, a UBNSF Agent was surveilling an apartment building at 650 West 100 South. The Agent knew that illegal drugs were being distributed at that apartment building.

While the Agent was parked across the street watching with binoculars, he saw two males standing in the parking lot near the 100 South roadway. The two subjects were standing on the passenger side of a vehicle.

One male, wearing a black hoodie, handed over a small item to the other male in a blue hoodie. The male in the black hoodie began to walk toward the apartment building, and the male in the blue hoodie got into the front passenger seat of the parked vehicle.

The vehicle then left the parking lot, and the agent was able to conduct a traffic stop on the vehicle for a traffic violation. During the traffic stop, the male in the blue hoodie was in possession of heroin and drug paraphernalia.

The individual admitted to purchasing the heroin from the male in the black hoodie and stated his name was Keagan.

Based on other information gathered, the Agent applied for a search warrant for Keagan's apartment. The warrant was reviewed and approved, and agent's executed the search warrant at the apartment.

As agents entered the apartment, a male subject was lying on the living room couch and detained. No other individuals were located inside the apartment.

The male was identified as 21-year-old Keagan Lee McDonald Knowles.

On the couch where Keagan was lying were two plastic tooters in a blanket that contained heroin.

Keagan was informed of the earlier observations, and the male in the blue hoodie had already been arrested for the drug charges. Keagan denied selling any illegal drugs.

After speaking with UBNSF agents, Keagan finally admitted to selling the heroin to the other male.

Keagan Knowles was charged with a distribution offense that took place earlier that day and for the items found in his apartment. His bail is set at $10,000.

The other male is unknown.
