Police were called where a male was seen pushing a female while putting her child in a car

On Wednesday, April 9, it was reported that a male was seen pushing a female, and then she left in a tan SUV.
When police arrived, they were met by the individual who called dispatch. While speaking with the complainant, a tan SUV pulled up to a house and waved to the officer, wanting him to come and talk to them.
Officer Bellon approached the SUV and recognized the female from prior encounters. She stated that she was trying to put her 4-year-old son in the car when 51-year-old Steve Gale Rogers put his hands around the female’s neck.

The female said she was upset about not getting her dog and decided to leave with her son.
Officer Bellon asked the other two passengers if they had witnessed the altercation, and they said that they did.
The officer returned to his patrol truck to get the witness statements when Officer Wheeler advised him that she had spoken to a truck driver delivering to the Post Office across the street who heard them arguing.
Officer Bellon returned to the SUV and gave the witness statements to the vehicle's three occupants.
When the female was asked to describe the altercation, she stated she grabbed her son and was walking outside to her car. She started to put her son in the car seat when Steven quickly came up to her and asked, "What are you doing?" She replied, "I'm taking my son." Steven said, "No, you are not, and get him out of the car!"
The officers had the female exit the car to look for any possible injuries. She had an apparent red mark from her collarbone to halfway up her neck. The female also had some redness and what appeared to be some small scratches on her right elbow. The female's injuries were photographed for evidence.
Officer Bellon went to the residence and knocked on the door. He informed Steven that a neighbor had called, saying they saw some fighting. Steven stated it was just some arguing. The officers asked him what else had happened, and he said that he was trying to get his grandkid.
Steven was asked if he had assaulted the female, and he said that he had grabbed her. Officer Bellon had Steven step out of the house where he was arrested.
While placing Steven in handcuffs, Officer Bellon noticed a scuff on his left palm. He was then transported to the Uintah Basin Medical Center for a medical clearance by Officer Wheeler.
Officer Bellon collected the witness statements and asked the female when Steven grabbed her and when the seat belt was around her neck if it restricted her breathing; she stated that it did for a moment.
At the Uintah Basin Medical Center, Officer Bellon advised Steven of his Miranda Rights and asked him about the scuff on his hand. Steven stated it was from falling when he left the house prior to the incident. He then asked Steven if it was from him grabbing the seat belt, and he replied it wasn't. At this point, Steven asked for an attorney.
After obtaining medical clearance, Steven Rogers was transported to the Duchesne County Jail to be booked for aggravated assault, domestic violence for restricting breathing by grabbing the victim’s neck and throat area, and domestic violence in the presence of a child for the act being committed in front of a 4-year-old.
