Vernal, Ut.- On December 5, 2022, at around 12:42 pm, Deputy Dawna Simper was working the 3rd floor at the Uintah County Jail. She was moving an Inmate to a new housing in L block.
When she opened the door to L block, the victim walked in and looked to his left at an inmate sitting on the phone while 22-year-old Inmate Christopher Montes approached the Inmate and punched him in the face, which knocked the Inmate to the floor.
Inmate Montes then kicked the victim while lying on the floor, causing injuries to the Inmates eye, nose, and mouth.
Deputy Simper immediately ordered Inmate Montes to get back and stop what he was doing, and she repeated her orders a couple of times.
Deputy Simper radioed for Officers to the 3rd floor for a fight in progress and to bring medical.
Deputy Simper was attempting to protect the Inmate by standing over him as he lay on the floor bleeding.
The victim attempted to get up, and Deputy Simper kept telling him to stay down, she had medical coming to look at him.
Deputy Simper noticed a good amount of blood spatter on the floor and the mat.
