A woman leaves her purse at a tire store, when she returns, the purse is missing

Police were dispatched to a theft at the Precision Tire store. The victim stated she was at the store and had left her purse while she went to get something to eat. When she returned, her purse was missing.


Cpl. Cox went to the tire store to speak with the employee, who stated that the victim had left her purse on a chair in the waiting room. An elderly lady in a wheelchair with two younger adults was also sitting in the waiting room.


The employee said the male inquired about the purse and told them it belonged to another customer who would return after she had eaten.


The victim spoke with the employee, who provided her with the elderly female's name and phone number. The employee attempted to call the female, but she didn't answer.


The victim then left the store, heading back to Mexico, where she lives. All of the victim's documents, such as IDs and border crossing documents, were in her purse. She also had financial transaction cards in the purse, as well as around $200 in cash.


The victim told Cpl. Cox that while she was on her way to Heber City, she made contact with the elderly female. The female answered the phone, and the other two people in the car said that they made a mistake and thought the purse was theirs.


Cpl. Cox stated he knew this was not true because the employee stated he told them the purse didn’t belong to them, it belonged to another customer.


The victim stated that she had made arrangements to meet them at the Wasatch County Truck Stop. Because of this, Cpl. Cox had dispatch contact Wasatch County law enforcement to locate and stop the suspect's vehicle.


The two suspects were identified as 28-year-old Jasper James Arhi and 37-year-old Heather Rose Sivels.


Heather told Wasatch County Deputies she believed the purse was theirs and took it, and it was a mistake.


Based on the circumstances, with the store employee telling them the purse did not belong to them and the money missing from the wallet, Cpl. Cox charged them both with unlawful acquisition of a financial card.


Jasper also has warrants for several charges involving financial transaction cards. Wasatch deputies transported Jasper to the Duchesne County Jail and booked him on the new charges and his no-bail warrants.


Heather was booked into the Wasatch County Jail on these same charges and warrants, as well as new charges by the Wasatch County Sheriff's Office.


Jasper Arhi was also arrested on April 18th, 2024, in Roosevelt, UT, for stealing approximately $80.00 from a tip jar at the China Star restaurant.


Using surveillance footage, officers were able to identify Jasper James Arhi as their suspect from previous involvements. Jasper was located during another incident that occurred in Duchesne County but was located by another outside jurisdiction. That outside agency transported him to Duchesne County Jail for booking.
