Roosevelt, Ut.- On 6/4/23, Officers made contact with 31-year-old Shilo Ray Welborn, who had an attempt to Locate (ATL) due to his involvement in an attempted murder case.
While speaking with Welborn, Officers could tell he was intoxicated. The Officers spoke to him regarding the attempted murder case, and dispatch informed the Officers that Welborn had an active warrant.
The Officers attempted to take Welborn into custody, but he resisted arrest and became combative. Once the Officers gained control of Welborn, he was taken into custody.
Officers searched Welborn and found a bag he wrapped around his shoulder, a glass pipe that Welborn said he used for smoking marijuana. A search of the bag led to the discovery of a small plastic bag filled with methamphetamine. Another baggie was found with marijuana inside it.
Officers also found more drug paraphernalia and an open, almost empty bottle of alcohol. It was discovered that Welborn was on probation and prohibited from having alcohol.
After Welborn was taken into custody, he was taken to the hospital for medical clearance and cleared. He was then transported to the Duchesne County Jail.
Due to Welborn being the last known individual to have had contact with the victim in an active attempted murder case, and in conjunction with his behavior demonstrated today with his attempt to resist arrest and flee. Officers would request Welborn not be released on bail, and a hold be placed.
