At 10:30 p.m., Vernal Police were dispatched to a possible domestic violence at 898 West 320 South on a call from a complainant who stated they could hear yelling between a male and a female and banging around.
The police are familiar with the male and female who live at that residence and have had dispatch check them for warrants, as they have had them involved in previous involvements. Sgt. Watt was advised by dispatch that both of them had outstanding local warrants for their arrest.
When police arrived at the apartment, most of the blinds were closed, the lights were off except for one, and the apartment was quiet. The room with the light on had a balcony visible from the front of the apartment, but no one was outside.
The officers knocked on the door, but no one answered. Before leaving, Sgt. Watt called the complainant, who believed the occupants had left. They heard the male and female talking outside of the apartment building and said they were walking back to their apartment.
The police waited by the front of the building but didn't see them go inside. While waiting for another officer to respond, Sgt. Watt saw 23-year-old Dominic McCoy Eldredge come out on the balcony and sit down. He was carrying what looked to be a half gallon of liquor and talking on the phone. Dominic walked inside before the officers could approach him and closed the door.
Sgt. Watt knocked on the door and announced who he was while another officer watched the balcony. Dominic then ran out of the balcony door and jumped the fence. The officer watching the balcony yelled for Dominic to stop and told him he was under arrest multiple times while giving chase.
Dominic ran several blocks and lost Officer Randall. Other assisting Officers arrived, including one of the Deputies with a drone. The Deputy observed a person walking toward the apartment complex on a nearby street and started following him from a distance with the drone. This turned out to be Dominic, who again ran away as the drone followed him.
Sgt. Watt stayed back at the apartment, watching for Dominic's return or if the female came outside. He saw Dominic run through a rear entryway toward his front door, where Sgt. Watt pointed his taser at him and told him several times to get down on the ground.
Dominic didn't comply with the officer's lawful commands and was tased, but the probes did not connect all of the way due to his loose clothing, so Sgt. Watt ran up and pulled him down to the ground, where he was taken into custody.
When the officer stood Dominic to his feet, he had a hard time keeping his balance and had a strong odor of alcohol emitting from his person.
Dominic was taken to a patrol vehicle to wait for EMS, but he had to throw up, so he was taken out of the vehicle to kneel down to throw up.
Dominic was transported to the hospital for a medical evaluation. At the hospital, Sgt. Watt wanted him to do a portable breath test to get a baseline of his alcohol level, but he was having a hard time breathing because of his asthma, and he was willing to do it.
Dominic stated they could draw blood or do whatever was necessary and was very apologetic.
By this time, the hospital had already drawn his blood for the medical evaluation, and because Dominic stated they could also draw blood, Sgt. Watt was informed by medical staff that his blood alcohol came back at about .278.
After the medical clearance, Dominic was taken to jail.
During a search of Dominic's history through Court Exchange, it was discovered that he was on Court Probation with Duchesne County Justice Court for 16 months starting on 08/06/2024. One of his conditions was that he would not get any more alcohol-related charges and would be alcohol-free during the duration of his probation.
Dominic McCoy Eldredge was booked into the Uintah County Jail and charged with one count of Failure to Stop at the Command of an Officer (Class A), one count of Interfering with a Lawful Arrest (Class B), Intoxication (Class C), and Possession/Consumption of Alcohol by an Interdicted Person (Class B). In addition to the charges, Dominic was also booked on two outstanding warrants, one of which was for Disorderly Conduct and Intoxication.
