A female was arrested in Roosevelt for driving high on meth

A DCSO Deputy was parked at the intersection at 800 South State Street in Roosevelt City when a black SUV pulled up to the stop sign that the deputy had previously seen at a known drug house.
The deputy activated his overhead lights, and the driver pulled onto 150 West and abruptly stopped.
Having seen this vehicle at a known drug house, Cpl Cox had K9 Cpl Harrison with RPD deploy his K9 around the vehicle.
When the deputy asked the driver for her license and proof of insurance, she was sweaty and agitated. She spoke quickly when telling Cpl Cox she had no driver's license or insurance.
The driver identified herself as 43-year-old Angelina Jonette Kelsey and said that she had a warrant for her arrest.
Cpl Harrison arrived on scene and deployed his K9, which indicated positive for illegal drugs/narcotics coming from the vehicle.
Sgt Harrison with RPD also arrived on the scene and assisted with searching the vehicle.
Sgt Harrison found a small clear baggie with a white crystal substance consistent with methamphetamine in the driver’s door.
Cpl Cox asked Angelina when she last used meth. She first said about two weeks ago, but after finding the meth, she changed her story to two or three days ago.
Angelina told the deputy a friend had been in the car and a meth pipe might be in the center console. The meth pipe was located and had a white crystal substance inside.
Due to Angelina’s behavior, Cpl Cox asked her to perform standard field sobriety tasks (SFSTs).
During the walk and turn task, Angelina stepped on her foot, double counted, and used her arms for balance.
Angelina was instructed to tilt her head slightly back, close her eyes, and estimate the passage of 30 seconds. Angelina stopped the task at 19 seconds, which is an indication of CNS stimulant use.
Based on the deputy's observations and SFSTs, he determined that Angelina was under the influence of meth.
Angelina was arrested for DUI, a suspended driver's license, and a statewide warrant.
Angelina was transported to the hospital, and a nurse successfully drew two vials of Angelina's blood to be sent off for testing.
Cpl Cox then transported Angelina Kelsey to the Duchesne County Jail, where she was booked for driving under the influence 1st offense, possession of controlled substance-meth, possession of drug paraphernalia for the items used to contain and facilitate the use of illegal substances, driving on a suspended license, operate vehicle without insurance and her statewide warrant.
