A Drunk Driver Pulls Onto The Highway, Nearly Colliding With A Uintah County Deputy

In the early morning hours, a Uintah County Deputy was working as a Patrol Deputy traveling westbound into Vernal. A dark blue-colored SUV pulled out onto the highway abruptly without yielding to the deputy and other traffic from the Gateway Saloon. The SUV pulled out, and the deputy had to come to a complete stop to avoid a collision.


The vehicle turned westbound on Main Street from the Saloon, and Deputy Simmons ran the license plate through the state system. While waiting for the system to return with the information, the deputy followed the SUV from Main St. onto 100 South, still traveling West. The information returned stating, "Insurance not found. Request proof of Insurance."


After the deputy received this information, he made a traffic stop. The vehicle entered the back parking lot at 200 East 100 South and came to a stop.


Deputy Simmons approached the SUV and made contact with the vehicle's sole occupant. The driver identified himself as 21-year-old Traicyn Todd Young.


While the deputy was speaking with Traicyn, he observed an open Budweiser bottle in the center console. Deputy Simmons asked Traicyn if he had anything to drink before coming into contact with the deputy. Traicyn replied that he had consumed approximately three beers the previous hour.


Deputy Simmons ran Traicyn's information through central dispatch and afterward asked Traicyn if he would be willing to participate in Standardized Field Sobriety Tests (SFST). Traicyn stated he was willing to take the tests.


SFST results are as follows:


Horizontal Gaze Nystagmus (HGN):


Traicyn stated he was near sighted, had no contacts in his eyes. Pupil size equal. Tracking equal. No observed resting nystagmus.

Lack of smooth pursuit: Observed in both eyes.

Distinct and sustained nystagmus at maximum deviation: Observed in both eyes.


Onset of nystagmus prior to 45 degrees: Observed in both eyes.

Vertical Gaze Nystagmus: Not performed.


Nine-step walk and turn:


Traicyn stated he might have some issues with balance due to his hip but informed me he would try to perform the test.


Instruction Stage:

The subject had difficulty balancing. The subject started the test when asked to begin.


Walking Stage:


First Nine Steps:

Missed Heel-toe 3 times. Stepped offline 1 time. Raised arms greater than six inches 4 times. Actual steps were taken 24 with an improper turn.


Second Nine:

Missed Heel-toe 2 times. Stepped offline 1 time. Raised arms greater than six inches 4 times. Actual steps taken 21.


One leg stand was not performed due to Traicyn's hip issue.


"After the conclusion of the SFST's I believed Traicyn's blood alcohol level to be above the legal limit to operate a motor vehicle safely. I informed Traicyn of what I had observed and informed him he was under arrest. I placed Traicyn in handcuffs behind his back, checked them for tightness, and double-locked them."~Deputy Simmons


Once at the Uintah County Jail, Traicyn was searched by Jail Staff. After the search, he was asked to provide a breath sample and consented to do so. Traicyn provided a breath sample of 0.177 BrAC. Traicyn was given a copy of his citation and explained his right to a hearing before the Driver's License Division.


Traicyn Todd Young was booked into the Uintah County Jail and may post bail in the amount of $1,470.00.
