A Duchesne County Deputy was patrolling in Duchesne City when he noticed a Chevy truck make an illegal turn and ran the registration, which returned expired in 2023.
The deputy made a traffic stop on Industrial Park Rd and approached the vehicle.
Cpl Cox informed the driver of the reason for the stop and asked for his driver's license. The driver was identified as 56-year-old David Todd Farr.
David said he was aware of his registration but doesn't have an actual address for where he lives, which has created issues for updating the registration.
While the deputy was speaking with David, he noticed that his pupils were constricted, which is consistent with opiate use. The deputy asked David about any drug use and he told Deputy Cox that he doesn’t use any drugs.
The deputy returned to his patrol vehicle to run David’s information. As he sat in his patrol vehicle, he noticed a 2025 sticker on the license plate.
Cpl Cox asked David why he had a 2025 sticker on his license plate, and he said that he took it off a license plate he found at work. When the deputy had dispatch run the number on the decal, it returned to a BMW.
Due to the registration being two years expired and David using a decal taken from another license plate, His vehicle was impounded.
During the search of the vehicle, the deputy found a green straw in between the driver seat and center console that had a brown tar substance and residue consistent with heroin.
On the passenger side of the vehicle was a piece of tin foil on the floor that had a burnt tar substance consistent with heroin. These were shown to David, who claimed he didn't know what they were.
Cpl Cox asked David if anyone else has been in his vehicle, and he told him that he was not aware of anyone and didn't know anyone he hung around with who used heroin.
Davis was arrested and transported to the Duchesne County Jail.
