Trooper Watt arrived on the scene and was waved down by a female in the driver's seat of a Chevy Trailblazer, who was identified as 36-year-old Aleice Collins. Aleice's eyes were bloodshot and she smelled of alcohol, and was extremely emotional. She told the trooper she had been drinking and using marijuana. Trooper Ryan asked Aleice if she had dr
