Deputy Pratt was dispatched to a report of a stolen vehicle and was informed that 36-year-old Aleice Collins had stolen her father's vehicle from his house.
The deputy was also informed that Aleice had previously been trespassed from the property, and another deputy was looking for her to charge her with trespassing from a prior incident.
Roosevelt City Police Officer Bellon was assisting the Uintah County Sheriff's Office on a wanted person incident for a stolen vehicle (Aleice Collins).
The officer located Aleice at the Duchesne County Library in Roosevelt parked in the parking lot in an old white truck. Before making contact with the wanted person, there were two individuals in the truck, Aleice, and a passenger.
Aleice got out of the truck, and officers moved in and arrested her. Aleice was refusing to get into the patrol vehicle after being placed in handcuffs. She was asked multiple times and then given a lawful order to get into the truck. Aleice was belligerent and refused to get into the vehicle.
Due to the vehicle being reported as stolen, the officers went to identify the passenger. The passenger was identified as 29-year-old Casper Fightshard Poowegup.
The Uintah County Deputies ran Casper's information, and it was discovered that he had a warrant. Casper was placed under arrest on the warrant.
Once inside the patrol truck, Aleice admitted under Miranda that she goes into her parents' home every Wednesday to collect their garbage and that she had entered the home this morning.
However, Aleice has previously been trespassed from the property and is not allowed to return. There is also a served protective order against Aleice, keeping her from contacting the property owners or being on the property.
Aleice also stated that she took the truck right after her mother went to work and that since it's the farm truck, the keys were left in the vehicle. She admitted to driving the truck down the fence line to remove the truck from the property.
Aleice told Deputy Pratt multiple times that if she had been allowed to contact her dad and ask permission, that permission would have been granted. However, due to the protective order, she could not contact them.
The police looked inside the truck and saw there was an open container of alcohol on the floorboard where Casper was sitting. Next to the alcohol container was a glass pipe with white residue consistent with meth. Casper claimed the pipe wasn’t his.
Casper was arrested on the warrant and charged with possession of a controlled substance and drug paraphernalia and transported to the Uintah County Jail.
On May 31, 2025, Deputy Elmer responded to a trespassing incident and a violation of a protective order in Ballard, Utah.
The call came into dispatch that a female subject, identified as Aleice Collins, had been on her parent's property, where she had previously trespassed.
The deputy arrived and spoke with the complainants, who stated that Aleice had been in the back of the property going through one of the sheds. They confronted Aleice telling her, she shouldn't be on the property.
Aleice said that she was looking for her gates. The property owner told her she didn't have any there and she needed to leave.
Aleice then left the property through their backfield.
Deputy Elmer attempted to make contact with Alice at her residence after he saw her outside her front door.
While trying to talk to Aleice about the incident through her door, Aleice refused to answer and would only yell through the door.
At this point the deputy left, and no further actions were taken until 06/04/2025, when other officers located her at the library in Roosevelt and arrested her on additional charges.
Based on the affirmation of Deputy Pratt, the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Aleice Collins.
Therefore, the court orders that Aleice Collins is to be held without bail.
