Sex offender who was arrested at the City Park is being charged with 59 counts of sexual exploitation of a minor.

Vernal, Utah (4/6/26)—In the evening, Detective Collom was contacted by the on-duty VPD sergeant regarding a case of a sex offender violation that was being investigated.
The detective was informed that one of the patrol officers seized a cell phone from 42-year-old William John Kremin regarding a sex offender violation at the Vernal City Park, where he was sitting, watching the children. The investigating officer was preparing a search warrant to search the device.
The device was seized from William Kremin's possession at the Vernal City Park.
On April 7th, 2026, Detective Collom was told the investigating officer had obtained an approved search warrant for William Kremin's iPhone SE to be forensically analyzed.
The search warrant obtained by the officer authorized searching the device for the following data: images, files, communications, emails, texts, records, and any other information about the Sex Offender Violation.
Utilizing specialized software, the detective was able to obtain an advanced logical acquisition of William’s iPhone. He began reviewing the phone extraction for images that match the warrant's search parameters.
In doing so, the detective found a couple of images next to each other. Each of these images depicted nude females estimated to be approximately 9 years of age. These children were nude and engaging in sex acts.
Detective Collom then requested and obtained a search warrant to continue searching William's cell phone to search and extract any data, including images, files, communications, emails, texts, records, and any other information about the possession of Child Sexual Abuse Materials, Utah Code 76-5b-201 Sexual Exploitation of a Minor.
During the extraction, over 700 image files containing what appeared to be CSAM were found on William's phone. The detective also located 59 unique video files containing CSAM. These videos contained video of children in the age range from infant to preteen being sexually abused, raped, and sodomized.
On April 23rd, 2026, I met with William Kremin at his residence. During the interview with William, he knew he had CSAM images and videos on his phone. He stated he obtained these CSAM files from the online chat site sessions.
William stated that he knew viewing and collecting CSAM files was wrong and described it as a “disgusting habit.”
William Kremin was transported to the Uintah County Jail, where he will be booked on 59 counts of sexual exploitation of a minor, second-degree felonies for each of the video files located on his device. Each of these files has been verified to contain CSAM imagery, and William acknowledged that he knew these files were on his phone.
