Sex offender arrested for being seen at the city park taking pictures of children playing

Vernal, Utah—Vernal City Police were called to City Park after a male was reported sitting in his car, taking pictures of children playing.
It was reported by the complainant that the male was suspected of being a registered sex offender. The male was described as a white male wearing a blue shirt, a hat, and jeans.
Cpl. Ross arrived at the park and spoke to a separate witness who said the male was sitting inside a silver car. The officer conducted a search of the vehicle and found it was registered to 42-year-old William John Kremin. William was confirmed to be a registered sex offender who had committed a registrable offense against an individual younger than 18 years old.
The officer noticed William attempting to leave the parking lot next to the Searle pavilion, and Cpl. Ross waved him down before he could leave.
Law enforcement spoke to the driver, who was confirmed to be William by his Utah driver's license. He told police he was at the park to walk his dog, then went home to put his dog away, went to lunch with a family member, and then returned to walk around the park. William initially denied taking any photographs and denied being told, when he registered, that he was not allowed to be in any "protected areas."
According to U.C.A 53-29-306, a protected area means the premises occupied by:
(A) a licensed day care or preschool facility;
(B) a public swimming pool or a swimming pool maintained, operated, or owned by a homeowners' association, condominium project, or apartment complex;
(C) a public or private primary or secondary school that is not on the grounds of a correctional facility;
(D) a community park that is open to the public or a park maintained, operated, or owned by a homeowners' association, condominium project, or apartment complex;
(E) a public playground or a playground maintained, operated, or owned by a homeowners' association, condominium project, or apartment complex, including those areas designed to provide minors with space, recreational equipment, or other amenities intended to allow minors to engage in physical activity; and
(F) except as provided in Subsection (1)(c)(ii), an area that is 1,000 feet or less from the residence of a victim of the sex offender if the sex offender is subject to a victim-requested restriction.
Cpl. Ross was given multiple videos and pictures from witnesses depicting William near the playground holding his phone in a manner consistent with taking pictures or videos.
William voluntarily removed his phone from his pocket and showed the police his most recent pictures. There were several photographs of children at the park.
Police determined there was sufficient probable cause to arrest William Kremin for committing a registrable offense against an individual younger than 18 years old. Pursuant to the previously referenced U.C.A statute.
William is prohibited from being present in such areas and was seen by Cpl. Ross and multiple witnesses within this restricted location.
William was told he was under arrest, had been secured in handcuffs, and was being taken to the Uintah County Jail. While en route to the jail, William stated he was sorry for lying to Cpl. Ross.
I don’t know what else was said to the officer, but I wonder if he was sorry for stalking, making people uncomfortable to the point they called the police, taking pictures of small children, and being a pervert?
