Sex offender was charged for having several hundred pictures and videos of underage children on his cellphone

In late December 2024 Detective Hunter with the DCSO was sent a cellphone extraction from the Grand County Sheriff's Office.
The extraction was about a seized cellphone belonging to 53-year-old Samuel Ray Nielsen, who is incarcerated in the Duchesne County Jail.
The Grand County Sheriff's office was investigating Samuel for charges involving the enticement of a child. The detectives with Grand County had responded to the Duchesne County Jail in late 2024 with a search warrant for Samuel's phone. While en route back to Grand County, they began a search of the phone content per the warrant and located several hundred images and videos of Child Sexual Abuse Material (CSAM).
As Detective Hunter searched the extraction, he found several hundred photographs and videos of Child Sexual Abuse Material involving young children from the age of a few months old to approximately 16 years old. The images involved rape, sodomy, oral sex, and bestiality.
The detective also located a video taken by Samuel involving pre-pubescent females walking home from school, and on the video, you can hear Samuel making sexual noises.
When Detective Hunter interviewed Samuel at the Duchesne County Sheriff's Office, he admitted to making the video and sending and receiving CSAM on his cellphone. Samuel also admitted to sending photographs of himself masturbating and posing nude to other females using apps on the internet.
Samuel is being charged with 10 counts of aggravated sexual exploitation of a minor, 10 counts of distribution of pornographic material, and one count of voyeurism. Samuel is currently incarcerated in the Utah State Prison for other charges involving lewdness and theft.
