At around 6:00 p.m., dispatch received a call from a complainant who stated he was being threatened by another male. The male subject claimed he was going to confront the complainant about flirting with his wife.

Deputy Smith called 53-year-old Randy Lynn Robb, who stated he was on his way from his home North of Roosevelt to State Street south to confront the complainant at his home south of Roosevelt.

The deputy asked Randy what he intended to do; he stated that he was going to murder the complainant. Randy was asked how he would do that. He said he had guns in the vehicle and would probably use those.

Deputy Smith asked if there was anything he could do to convince Randy not to pursue his plan. Randy said, "No," the deputy should meet him at the complainant's house.

The deputy located and stopped Randy at 1700 South State Street.

Randy was visibly upset, shaking, and was breathing shallow breaths. He pointed out that he had a handgun in the center console and stated it was unloaded. A pump action shotgun was seen in the back on the floorboard behind the driver's seat. Both firearms had ammunition with them but did not have rounds chambered. The magazine for the handgun was not inserted into the weapon.

Randy changed his story when being confronted on the side of the road that he was only going to “beat up” the complainant.

Randy cooperated with the officers when being arrested and was transported to the Duchesne County Jail.

Based on the affirmation of Deputy Smith,  the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Randy Lynn Robb. Randy  may post bail in the amount of $5,000.00
