Police arrest a man yelling in the middle of the road at passing cars

A male was identified as 31-year-old Joseph Anthony Montoya in the middle of the road at 650 South 1250 West, yelling at passing cars and people outside their place of business.
Passing vehicles had to wait for Joseph to move out of their lane so they could get by.
Officer Maughan was patrolling in the area rolled his window down to talk with Joseph.
Joseph told the officer that he was sick of all the dogs barking in a nearby yard and said he was going to shoot them. During the entirety of the interaction, Joseph was yelling, saying that he didn't need to stop walking away from the officer or stop screaming.
While Joseph was walking away, he told Officer Maughan that he could drop him. He assumed a fighting position with his arms flexed. Joseph told the officer that he would have to pull that pistol on him because his taser won't do shit.
The officer told Joseph that he was being disorderly and was given a lawful order to stop walking away.
Joseph lunged toward Officer Maughan and was eventually placed into handcuffs. While placing Joseph into handcuffs, he grabbed his upper forearms, making it so the officer couldn’t place one of the handcuffs on. Joseph was repeatedly ordered to let go of his arm, but he refused.
While escorting Joseph to the patrol vehicle, he continued to yell after being told to stop. Joseph also attempted to pull away in an attempt to escape the grip of the officer multiple times. While Officer Maughan was putting Joseph into the patrol truck, he refused to put his legs or head into the truck after multiple lawful commands.
Once inside the truck, Joseph kept slamming his head against the cage and the window while spitting on the officers.
While being transported to the jail, Joseph made numerous threats, telling Officer Maughan he was going to break his jaw.
Once they arrived at the jail, Joseph continued to resist the Uintah County Deputies, forcing them to take Joseph to the ground.
Joseph Anthony Montoya may post bail in the amount of $2,000.00.
If Joseph Anthony Montoya posts bail as stated above, Joseph Anthony Montoya is hereby ordered to be released subject to the following conditions:
• Promise to appear for all required court proceedings
• Promise to not commit any criminal offense
• Report your contact information and any change in address, phone or email to the Court and your attorney within 1 business day of the change
• Complete Pretrial Supervision intake appointment within 72 hours after jail release Receive hearing date reminders
• Report for Drug Screening 2x per week, if indicated by probable cause and/or assessment
• Report in person 1x per week for supervision appointment
• Report to Pretrial Supervision immediately after jail release
In those jurisdictions where pretrial release and supervision authority has been granted by written agreement, defendants may be released to pretrial services without posting bail, consistent with the terms of that agreement.
