Officer Candelas was sent to a stalking detail at 898 West US-40 to speak with a victim who stated that 30-year-old Chantel Amber Holt-Carmickle was stalking her.
The victim said she saw Chantel pull into the car wash across the street, park for a while, and then slowly drive by watching her. The officer asked the victim how she knew that Chantel was driving the truck, and the victim said she was wearing the same clothes from the day before in court.
The victim told Officer Candelas that Chantel drove by five times before he arrived. The officer was on the phone with the victim when he was dispatched to the scene, and she stated that Chantel was at the light turning eastbound. He tried to catch up but lost her.
While speaking with the visibly shaking victim, Officer Candelas saw Chantel drive by once again. She told the officer every time Chantel drove by, she would slow down and flip her off.
The next day, the officer watched surveillance footage from the car wash and observed Chantel parked in her truck facing Taco Bell. She then slowly pulled out of the parking lot and circled back around.
Officer Candelas met with Chantel at the Vernal Police Department and asked her about the incident. He asked her to tell him in her own words what had happened the day before.
Chantel stated that she saw the victim's car out of the corner of her eye and tried to take a second look, but the vehicle was gone.
Chantel then went to Morts to clean out her vehicle. When she was getting ready to clean out her vehicle, she saw the victim's car at Taco Bell. She believed her boyfriend was in the vehicle, so she turned back to see. When Chantel saw that it was the victim, she drove away eastbound on Main Street, turned westbound on the highway, and passed Taco Bell again to go to the car wash near Walmart.
After cleaning out her vehicle, she drove eastbound on the highway past Taco Bell to her sister's house behind the library and then westbound on the highway to check if her vehicle was insured.
Officer Candelas asked about the other times she passed by. Chantel stated that those were the only times she had gone by Taco Bell. The officer asked how she acknowledged that the victim was at Taco Bell when she passed by, and Chantel stated that she only noticed the victim was there when she was first leaving and saw him with the victim in the parking lot.
Chantel stated that those were the only times she could recall. He asked if she had only driven by twice, and she answered yes based on what she could remember. The officer stated that it occurred yesterday, so her memory had to be pretty fresh. Chantel stated that she had memory issues.
The officer told Chantel there was camera footage of her driving by Morts Car Wash twice. Chantel stated that she did before when she was going to workforce services. She was informed that it was after she had left Work Force Services. She said that she didn’t remember that.
Chantel stated when she thought her boyfriend was in the car with the victim, she asked him about it and he said that he wasn’t, and that is when she drove away. Chantel stated that she had called her boyfriend after she had flipped around the first time and was in the midst of going the second time when her boyfriend told her that he wasn’t in the car.
Chantel was then placed under arrest and booked into the Uintah County Jail for stalking.
