Duchesne County Man Arrested For Aggravated Child Abuse

A detective with the Duchesne County Sheriff’s Office received a report from the Department of Child and Family Services regarding possible child abuse and neglect.
The victims listed in the CANR report were an 11-year-old male and a 13-year-old female.
It was reported that abuse and neglect took place during visits to their fathers. The children's father gets visitation every other weekend. The father was identified in the CANR report as 41-year-old Phillip J Fenn.
On February 13, 2025, the children were given a child forensic interview at the Roosevelt, Utah Children's Justice Center. The female Juvenile was interviewed first by a DCFS caseworker.
Throughout the interview, the female child was very emotional and crying. She stated that when they go to Phillip's home for a visit, the home is very unkept, and the food Phillip provides is mostly candy and junk food. She disclosed that Phillip very rarely makes nutritional meals for them and sleeps most of the time.
The child also disclosed that they try not to wake Phillip up to make them meals because when they do, he gets very agitated and yells at them. The female child did not make any disclosures of abuse that had occurred to her but did say that Phillip had hit the male child on the head and that the male child seemed to get yelled at a lot more than she did.
The detective interviewed the 11-year-old male and learned some of his favorite activities. As the interview progressed, the child confirmed that when they went to Phillip's house, he only provided junk food for them to eat. He did say Phillip does have some other food in the home but rarely cooks it for them.
The child disclosed that if they want some type of nutritional food, they have to wait until Phillip goes to sleep at night and then make it for themselves because they are afraid to wake him up.
The child said that when he gets in trouble, Phillip locks him in the spare bedroom. The child tells Detective Hunter that the room locks from the outside, and he has no way out until Phillip lets him out. The child stated that when he asks for food and water when inside the room, Phillip won't let him have any.
Later in the interview, the male child stated that he was playing on the PlayStation and was wearing headphones. He said Phillip must have called for him, but he didn't hear it. Phillip pulled the headphones off his head, grabbed him by the head, and threw him on the ground, causing him to have bruising on the underneath of his upper left arm and the outside of his right thigh.
The child also disclosed that when he goes to Phillip's home, he is told by Phillip what a bad son he is. To the point, the child has constant suicidal ideations and has thought about the method he would use to do it.
The female to the children has had a previous domestic with the suspect where he choked her to the point of losing consciousness.
The victims in this case both disclosed that they don't feel safe around the suspect, and it is a concern that if Phillip were to be released, he would come to the home for retaliation.
