A mother calls police on ex-husband for giving their two teenage daughters alcohol

Roosevelt, Utah (6/1/26)—A woman reported to police that her two teenage daughters, a 13-year-old and a 16-year-old, had been drinking alcohol provided to them by their father, 36-year-old Brycyn Gerald Ralph Payne, during his parental time.
Deputy Phillips arrived on scene and spoke with the 16-year-old female, who showed signs of alcohol consumption. With consent from her mother, the deputy administered a preliminary breath test that showed a BrAC of 0.08.
The juvenile told the deputy that her father, Brycyn, provided her with the alcohol and mixed it with root beer. She continued to say that her father was passed out in his bedroom after drinking a lot.
The deputy wanted to talk to the 13-year-old, but she could not be found. The 16-year-old used her phone to find her sister's location, which showed the 13-year-old down by Basin Builder's Supply along Highway 40.
Deputy Phillips left the residence to try to locate the 13-year-old, as it was possible she could be intoxicated while walking along a major highway. He asked fr RPD Officer Wheeler to assist him in locating the juvenile.
The deputy went back to Brycyn's current girlfriend's home. She arrived and told the deputy she had come home previously from work and found one of the juveniles asleep on the living room floor with vomit on her shirt and hair. The girlfriend added that the other teenager was in her room and that Brycyn was asleep in his. She also said she found and disposed of a bottle of liquor.
Officer Wheeler located the 13-year-old a short time later, and with her mother’s consent, Deputy Phillips conducted another preliminary breath test. Before conducting the test, the juvenile said that she was probably still drunk. The breath test showed a BrAC of 0.07. She also stated that her father provided her with the alcohol.
Based on the statements of both juveniles, their observed intoxication, the preliminary breath tests, witness statements, Brycyn's absence throughout the incident, Deputy Phillips determined there was probable cause to believe that Brycyn Payne knowingly supplied alcohol to two minors and, by becoming intoxicated and unconscious while responsible for their care, recklessly created a substantial risk of harm to them. One juvenile became ill and vomited, while the other left the residence unsupervised and was at one point approximately 4 miles from the residence on foot.
Deputy Phillips and Officer Wheeler entered the residence and made their way to the bedroom where Brycyn was sleeping. He came out the door, was immediately detained and arrested, and then taken outside to a patrol vehicle.
Brycyn was placed in the back of the patrol vehicle and Mirandized, but claimed not to understand his rights. He was then taken to the hospital for a medical clearance. While at the hospital, he told Deputy Phillips he drank until he couldn't stay awake, and hoped he wouldn't wake back up.
After being cleared from the medical clearance, Brycyn was transported to the Duchesne County Jail, where he was booked in on two counts of knowingly supplying alcohol to a minor, a class A misdemeanor, two counts of delinquency of a minor, a class B misdemeanor, two counts of reckless endangerment, a class A misdemeanor, and two counts of Child abuse reckless, a class B misdemeanor.
