Ogden, Ut.- On 12-14-2022, A man attempted to meet up with who he believed was a dad and his 13-year-old daughter to attempt to have sex with the 13-year-old daughter and sodomize her.
This conversation was between him and a detective working undercover on a social media application.
21-year-old Kobe Anthony Payan was also talking to a separate detective posing as the daughter. During this conversation, he asked for naked photographs of who he believed was a 13-year-old child and asked her what she liked to do for sex, enticing her and engaging in a sexual conversation with who he thought was a child.
During the interview, he admitted that there was a chance he would have had sex with the child if he had met up with the dad and 13-year-old.
He said he understood her age and has had conversations with others regarding similar circumstances but hasn't met up with them yet.
Kobe also stated that he has fantasized about having sex with his 16-year-old family member but has never gone through with it.
Kobe has told detectives that he regularly has conversations with other men regarding having sex with their children. He claims never to have gone through with it but states he would have today if he had the chance.
Based on Officer Nold’s training and experience, individuals such as this are not always truthful, and there may likely be children he has already been victimized.
Kobe is a flight risk based on the charges alone, and more importantly, it poses a threat to other children and family based on his admission that he regularly chats with others who are offering their children up for sex.
Kobe has told detectives that he regularly has conversations with other men regarding having sex with their children.
