4/7/23

Gusher, Ut.- On 2/10/23, Deputy Angus was dispatched to 1900 North East Gusher for a vehicle that was stuck in the snow. On his way to the scene, he was informed the individuals might be intoxicated.

When Deputy Angus arrived on the scene, there was a female, identified as 23-year-old Shannon Daria Penningjack, and a male standing in the roadway next to a vehicle.

When the Deputy first made contact with Shannon, she yelled at the Deputy and was very loud. He also could smell the strong odor of alcohol coming from Shannon. While standing outside the vehicle, Shannon was slurring her words, and the Deputy asked Shannon to stop yelling and to calm down, and Shannon agreed and stopped.

While Deputy Angus was attempting to identify all individuals on the scene, Shannon was trying to get family to pull her vehicle out of the snow. She started to become upset and started to yell at her children and make comments, "I'm going to fuck up my mom when she gets here."

Deputy Angus told Shannon again to calm down, and she agreed and sat in the passenger seat. Shannon then commented on the children screaming and how she was getting annoyed by their screaming.

Deputy Angus walked away to speak with another Officer on the scene. While speaking with the Officer, he saw Shannon turn around inside the vehicle and swing her open hand in a slapping motion toward one of the children sitting in the back seat multiple times.

At that point, Deputy Angus placed Shannon into handcuffs and placed her in his patrol vehicle while he dealt with the car stuck in the snow.

While attempting to get someone to pull the car out of the snow, Shannon yelled profanities and banged her head on the cage and window inside the patrol vehicle.

Shannon was arrested and booked into the Uintah County Jail for disorderly conduct for her yelling profanities, causing alarm with the children, and yelling at people after being asked to stop. Intoxication for her standing in the road, slurring her speech, and being intoxicated to an unsafe level, and child abuse for her slapping the child in an Officer's presence.
