A Duchesne County woman is facing child endangerment charges

On June 19, 2025, the Duchesne County Sheriff’s Office received a Child Abuse Neglect Report (CANR) that 41-year-old Jennifer Marie Todd and her boyfriend, Tracy Olsen, would smoke "Blues" (a common name used to describe Fentanyl) in a shed where they would sleep.
The alleged drug use was done in the presence of Jennifer's three young children, who also would sleep in the shed.
It was learned during an interview with the children on June 24, 2025, that Jennifer and Tracy would send the eldest child out of the shed, telling her it was time for her to go somewhere else.
Tracy and Jennifer are no longer dating, as Tracy has reportedly moved out of the area as of June 24, 2025.
It was also learned that Jennifer is subject to a Plea in Abeyance out of Carbon County, Utah, for drug-related charges as well as weapons charges.
Jennifer was asked to submit to a urine test, which she agreed to. The first attempt was unsuccessful due to an insufficient sample and Jennifer claiming to have "missed" the cup. A second test was completed, which showed positive for Amphetamines, THC, Opiates, and PCP. It also had weak but positive results for Methamphetamines and Benzodiazepines.
Jennifer showed law enforcement two prescription bottles made out to her, one for Oxycodone and one for Vyvanse. Jennifer stated she has a prescription for Venlafaxine but has not shown a prescription or a bottle for it. Venlafaxine could potentially explain the positive result for the PCP.
Jennifer also has an active marijuana card and was asked how she consumed the marijuana. She stated that she only uses gummies, edibles, and similar means. She confirmed that she understood that smoking raw marijuana, even with a medical marijuana card, was not legal in the state of Utah.
Later on Jennifer admitted to smoking raw marijuana, even stating that she smoked it as recently as the night before after law enforcement left her residence and after being told smoking marijuana is illegal.
When asked where her marijuana pipe was, Jennifer went into the house to get it from an end table next to the couch where two of the children were sleeping.
A search warrant was executed on the residence, and several prescription bottles were found. Many of the prescription bottles belonged to Tracy. Some belong to someone else entirely who doesn't even live or stay at home. Law enforcement found one loose pill found in a bag that is yet to be identified. Several drug paraphernalia items were found throughout the residence.
In the shed were several more prescription bottles, three more wadded or crumpled up pieces of foil, and another raw marijuana container, all within reach of the children.
Jennifer blamed Tracy for leaving all of these drug items, but according to Jennifer, Tracy stayed in the shed and only came into the house to use the bathroom, get coffee, and other quick needs.
The paraphernalia, prescriptions, and other items appear to be centrally located in and around the two places where Jennifer stated that she slept.
Jennifer Todd was arrested and transported to the Duchesne County Jail.
