A woman drives onto the library's lawn, gets out, taking off her clothes

Vernal City Police were dispatched to the Uintah County Library for a welfare check regarding a vehicle that had driven onto the lawn.


The caller stated a female driver exited the vehicle and began taking off her clothes while running to the bathrooms. The caller said the car then drove off heading eastbound on US-40.


Deputy Russell with the Uintah County Sheriff’s Office located the vehicle traveling East and initiated a traffic stop.


The deputy approached the driver's side and recognized the driver as 39-year-old Elizabeth Amanda Hatch-Alcott from previous interactions. When he asked Elizabeth where she was coming from, she said she was coming from the library.


Deputy Russell questioned Elizabeth about the incident. She explained she had parked at the library because she was hot and went inside to use the restroom. At this point, she began yelling loudly about an argument with a family member.


Elizabeth started taking off her leather jacket, revealing she was only wearing a bra underneath the jacket. The deputy asked her to keep her clothes on and to stop yelling, to which she briefly complied before screaming and punching the steering wheel and other items in the car.


Deputy Russell attempted to speak with Elizabeth about the incident, but she continued her disruptive behavior. The deputy explained that he would arrest her for disorderly conduct if she didn't stop yelling.


Elizabeth briefly calmed down but resumed screaming, yelling, and punching her vehicle.


The deputy asked her to step out of the car and placed her under arrest. Elizabeth was transported and booked to the Uintah County Jail for disorderly conduct, a class C misdemeanor.


Based on the affirmation of Deputy Russell, the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Elizabeth Hatch-Alcott. Elizabeth Hatch-Alcott may post bail in the amount of $350.00.
