Vernal, Utah—On March 18th, 2026, Animal Control Officer Moosmann received a complaint about an animal cruelty situation.

The caller provided the officer with photos and explained the dogs' living situation.

The photos showed a depiction of the inside of the house: "Living space appeared to be linoleum and carpet, linoleum appeared to be torn up and littered in feces and urine. Internal damage to the house could be observed, such as walls and doors being torn and ripped apart." ~ Officer Moosmann

Two dogs were observed in the Photos: "Black and white Collie cross walking over the feces and urine-stained, torn-up floors. A golden Retriever cross with black attributes on the face was depicted in a wire dog crate, not suitable for its size, lying in its own excrement. The crate was observed to have garbage piled onto it." ~ Officer Moosmann

The caller told the officer that the Collie cross is not allowed outdoors, and the Golden Retriever cross does not leave the kennel and lives in its own filth, never getting to leave the kennel in the basement.

The officer went to the residence and saw two dogs in outdoor kennels. The kennel with the Black and Tan male Shepherd cross had a large amount of dried excrement piled on the South side. The black Pitbull cross in the kennel on the Southeast side of the yard was also observed to have a buildup of dry excrement in the Southeast corner of the kennel and to be lacking food.

The yard had various ironic signs and what appeared to be garbage scattered around. The smell of old animal waste permeated the premises. No sound could be heard coming from inside the residence, and no one answered the door.

A notice was left on the front door, stating that 48-year-old Brandi Gilly should contact Animal Control.

Brandi is being charged with two counts of cruelty to animals and one count of nuisance due to animal waste.
