Alleged Witness Tampering Leads to New Charges for Inmate

Duchesne, Utah (6/4/26)—The Duchesne County Sheriff's Office received information from Roosevelt City Police Officer Arnold regarding 26-year-old inmate Trevor Eugene Phillips, who may have contacted a protected individual while incarcerated at the Duchesne County Jail, in an attempt to sway a Witness’s testimony.
Deputy Bird, Deputy Ehrman, and Corporal Woodhouse conducted an investigation. They reviewed communication records, electronic messages, and recorded video calls made by the inmate. A check of the Utah Criminal Justice Information System (UCJIS) confirmed that Trevor was under active protective orders.
Investigators found numerous messages and video calls between Phillips and the protected individual. In these exchanges, Phillips repeatedly urged her to revise her statements regarding the criminal case. Evidence included a message in which he instructed her to appear in court and present a different version of the events, while suggesting that she could revise her testimony.
The investigation also captured statements made by Phillips during video calls, such as, "All you've got to say is your dad was there and not me," "What did you change your statement to," and "As long as you change your statement saying I wasn't there I should be fine."
Based on these communications, there is sufficient reason to believe that Trevor Phillips deliberately attempted to persuade another person to testify dishonestly or provide false information regarding a pending criminal investigation, which constitutes witness tampering.
Furthermore, the inquiry confirmed that Phillips knowingly contacted the protected person, despite being subject to a valid, active protective order prohibiting such contact. Records from UCJIS verified that the order was in effect at the time of the communications. Thus, there is sufficient reason to believe Phillips knowingly breached a protective order.
Trevor Phillips faces charges of tampering with a witness and violating a protective order.
