A Uintah County man arrested for rape

Detective White with the Vernal City Police Department received information of a sexual assault and met with the 16-year-old victim at the Uintah/Daggett County Children's Justice Center for an interview.
During the interview, the victim disclosed an unwanted sexual encounter by an individual identified as 19-year-old Kelby Wade Lane. The victim described that Kelby made several attempts to rape her, and she described pain as a result of his attempts.
During the interview with Kelby, he admitted to what the victim stated he had done and that he was sexually aroused. He said that the victim told him not to touch her, and Kelby said he wasn't going to initially, but for some reason, Kelby said he couldn't take it and started doing the things he said.
Kelby was taken into custody and transported to the Uintah County Jail.
The current offense is a felony. The court finds substantial evidence to support the charge, and finds by clear and convincing evidence that Kelby Wade Lane would constitute a substantial danger to any other individual or to the community, or is likely to flee the jurisdiction of the court if released on bail.
 Therefore, the court orders that Kelby Wade Lane is to be held without bail.
