A man involved in multiple fraud cases in several Cal Ranch stores in different states was seen in Vernal

Officer Escobedo was dispatched to the Vernal Cal Ranch store located at 1180 West US-40 to a fraud detail.
The complainant stated that a male involved in various other fraud cases across several other Cal Ranch stores in different states had entered the Vernal store and attempted to fraudulently return some merchandise.
The complainant showed the officer a photograph and identifying information on the suspect from an incident that occurred at a different Cal Ranch store.
Through surveillance footage from the Vernal store, in conjunction with information from the Statewide Information and Analysis Center (SIAC), Officer Escobedo positively identified the suspect as 49-year-old Thomas Anthony Mulligan.
A records check on Thomas revealed several out-of-state warrants for failure to appear in court.
In the surveillance footage, Thomas enters the store, takes two fuel transfer pumps off the shelf and then walks to the cashier's station. The complainant stated that Thomas tried to get a refund on the merchandise. When the complainant began to call the police, Thomas quickly left the store, leaving the merchandise at the cashier's station.
The affidavit states it is apparent that Thomas is a traveling offender and is not expected to have remained in the Uintah Basin after this incident; therefore, no summons may be served. Officer Escobedo is seeking a warrant for the arrest of Thomas Mulligan on the charge of attempted theft by deception.
