A Duchesne County Woman With Paranoia and Delusional Behavior Gets Arrested For Child Abuse

Duchesne County, Ut. — Duchesne County Sheriff's Office received a CANR (Child Abuse Neglect Report), and in this report, it indicated drug use in the home and meth could be hidden in the toilet area. This report also indicated that there was child abuse in the home from the mom. The mom displays paranoid/delusional behavior, which is consistent with drug abuse.

The mother, in this case, is 32-year-old Jessica Marie Olson, and the father is Justin Newman. Justin was also implicated in using drugs.

On 10/11/23, Jessica's older children were interviewed: a 15-year-old female and a 12-year-old female.

The oldest child explained her mother's paranoid/delusional behavior during the interview, which was her mother breaking several phones that she thought were being hacked or about fake documents. This child was being blamed for hacking her mom's phone, and Jessica turned violent toward the 15-year-old due to her paranoid behavior.

The violent outbursts included pushing her 15-year-old daughter against the wall several times, causing her head to hit the wall as well, and pushing her down. These were two separate incidents in June and September of this year. The 12-year-old child confirmed witnessing one of these violent events of their mother pushing her older sister to the ground.

The 15-year-old stated that when Jessica pushed her against the wall several times, this caused a bad headache and red marks on her chest area. She also stated that her mom's paranoid behavior started around 5 to 6 months ago and that her father lost a lot of weight over this time, which gave an indication of drug abuse.

The child said she witnessed her mother and father smoke marijuana from pipes in the garage area and described the marijuana and the pipes she found in the garage. The last time she saw this paraphernalia was as recent as last Sunday, in the garage. She indicated throughout her mom's behavior change, starting around 5 to 6 months ago, the younger children would open the garage door from inside the house, and the younger children and she inhaled marijuana smoke.

The two younger children are ages 6 and 4.

On 10/11/23, law enforcement secured the home pending search warrant approval. They met with Jessica and informed her about illegal drug use in the home and the pending issuance of a search warrant for her home. Jessica then turned over paraphernalia with residue consistent with illegal drug abuse that came from her bedroom in a purse.

A search warrant was approved, and several paraphernalia items were located in the home and the garage. Found in Jessica's purse were homemade tooter straws that had burnt residue. In a container was white residue with a homemade glass pipe, also with white residue consistent with meth. In the garage was a marijuana pipe with burnt residue in it.

Jessica was interviewed under Miranda and confessed to smoking marijuana. Jessica denied using meth but consented to a U/A that was positive for meth. Jessica also admitted to pushing her 15-year-old daughter against the wall due to paranoia and anger. Jessica was detained and booked into the Duchesne County Jail.
