Sex offender stopped for speeding. Gets arrested for warrants and not being current on the sex offender registry

Duchesne County (5/2/26)—Trooper Minchey performed a traffic stop for speeding at approximately 7500 N Hwy 121. Upon speaking with the driver, 40-year-old Steven Joseph Lucero.
The trooper performed a records check on Steven and confirmed that his driver's license was denied. Upon performing the records check, Trooper Minchey located two active state-wide warrants for Steven's arrest. Steven was asked to exit the vehicle, and the trooper requested BIA to respond.
BIA confirmed that the traffic stop occurred on county land, and Trooper Minchey placed Steven under arrest and performed a search incident to arrest.
Duchesne County Deputy Phillips took Steven to jail, and the UHP trooper met them there.
It was learned that Steven was showing non-compliant on the Utah sex offender list, and it was confirmed through the National Crime Information Center.
Steven advised the trooper that he last checked in with the officer in October last year, that the vehicle he was driving was his mom's, and that he had only driven it once today.
Steven Lucero was booked into the Duchesne County Jail on failing to register or providing false or incomplete information, and the warrants.
