Vernal City Police responded to 300 West 500 South on a report of a vehicle accident involving a cyclist being struck by a vehicle.
When officers arrived on the scene, it was found the cyclist had been struck by a vehicle at 500 South Vernal Avenue and dragged by the vehicle to 300 West 500 South. The vehicle that had struck the cyclist left the scene headed Westbound on 500 South.
Witnesses at the scene said that the vehicle that struck the cyclist was a black SUV being driven by a male.
The cyclist at the scene was attended to by responding medical personnel and was transported to Ashley Regional Medical Center, then later flown to a Salt Lake Area Hospital. The cyclist had injuries related to severe abrasions and burns, as well as spinal fractures from being dragged under the vehicle.
Responding law enforcement shut down the section of road on 500 South between Vernal Avenue and 300 West. Investigators were contacted to respond to the scene at this time.
Detective Collom arrived on the scene and observed debris, including a bike seat, in the intersection at 500 South Vernal Avenue. As he walked along 500 South from Vernal Avenue to 300 West, the detective located other articles that looked as though they belonged to the cyclist, including prescription medications.
At 300 West 500 South was the bicycle, a backpack, and other items belonging to the cyclist, clumps of hair apparently from the cyclist, and spots of blood near the bike.
As investigators began to process the scene on 500 South, Detective Collom responded to the Uintah Rec Center at 500 South Vernal Avenue to review camera footage. In reviewing footage he was able to locate video of the intersection that showed the incident.
In the video, the cyclist is seen crossing the intersection headed Westbound on 500 South. At the intersection, a black SUV is seen headed Northbound on Vernal Avenue. As the SUV enters the intersection, turning left to head Westbound, it hits the cyclist.
Also In the video, the Black Nissan is traveling at a high rate of speed and slows down slightly but does not stop at the intersection at 500 West 500 South as it continues Westbound. This intersection is a four-way stop and is clearly marked with stop signs.
As the SUV begins to head Westbound on 500 South, it slows down and then speeds up and continues Westbound. At this point, the cyclist appears to be pulled underneath the SUV as it leaves the camera's view.
The SUV was a black Nissan. It was believed to be either a Pathfinder or Xterra. Also visible on this SUV is a white sticker in the rear driver's side window and a push guard on the front grill.
After further review of the Rec Center's camera footage showing the Black Nissan entering Vernal Avenue from 600 South, Detective Collom went to that area to locate any further cameras showing this vehicle.
While canvassing this area, the detective located a black Nissan Pathfinder with a Utah license plate parked in front of a residence at 440 East 700 South. The registered owner of this vehicle came back to 42-year-old Ramos Ray Cesspooch.
This black Nissan matched the description of the one observed on the surveillance video, including a push guard on the front grill.
At this time, Detective Collom requested additional officers respond to his location so that contact could be made. As the officers arrived, they approached the residence. As Detective Collom passed by the vehicle, he noticed there was no sticker on the driver's side rear window but saw that this area appeared to be freshly cleaned.
When the other officers arrived, they approached the residence and made contact with three individuals: Ramos Cesspooch, 34-year-old Shiloh Dawn Wyasket, and Shiloh's aunt.
The detective asked Ramos if he was the driver of the vehicle, and he said he owned it. Romos continued to tell Detective Collom that nobody had been driving the vehicle. Ramos seemed nervous but continued to say nobody had been driving the vehicle and that it had been parked for a while. Ramos later said the vehicle had been parked all morning.
The detective noticed a puddle underneath the vehicle, which was condensation from the vehicle's air conditioner unit. This indicated that the vehicle had recently been running with the air conditioner on. Sgt. Johnstun also advised that there was heat coming from the vehicle's engine bay, indicating that the vehicle had recently been running.
Detective Collom told Ramos that he was investigating an incident involving this vehicle and wanted to find out who was driving it earlier. Ramos said he and Shiloh had just been to see their probation officers this morning.
Ramos began to change his story, stating that they had driven to the AP&P office but said they had gone there and gone straight back.
Ramos, Shiloh, and Shiloh's aunt all stated they had not driven the vehicle. Ramos and Shiloh made it clear to the detective that Shiloh's aunt does not drive the black Nissan; she has her own vehicle.
Detective Collom explained to Ramos that he was only going to discuss the investigation with the person who had been driving the vehicle; again, Ramos said he owned the vehicle.
Ramos continued to say he didn't understand what the detective was asking, and Detective Collom told him he simply wanted to know who was driving the vehicle on this day.
In further examination of the vehicle's exterior, hair was observed in the passenger-side front wheel that was consistent with hair from the cyclist who was struck.
Ramos was asked if he had hit someone or something while driving the vehicle, which he denied. Detective Collom explained to him that someone was hurt and needed to know who was driving the vehicle. Ramos said any of the three of them could have been driving the vehicle, but it had been parked.
Ramos later acknowledged he had been driving the vehicle to AP&P along with Shiloh but that they had gone there and back.
Around this time, AP&P agents arrived on the scene and ended up taking Ramos and Shiloh in on probation hold. When Shiloh was advised she was going in on a probation hold, she stated she had been at the house since checking in with her probation officer.
A search warrant was requested and obtained to search the residence at 440 East 700 South and process the black Nissan.
During the search warrant, a blue-sheathed knife was found in the kitchen of the residence with what appeared to be bits of the sticker that had been scraped off of the black Nissan. Also located were parts of the sticker peeled off of the car in the house's outside garbage can.
Additional video was obtained to establish a timeline of the black Nissan this morning. At the AP&P office, the black Nissan is seen arriving at approximately 10:00 am with Shiloh driving the vehicle and Ramos in the passenger seat. The vehicle then leaves the AP&P office at approximately 10:30 am, with Ramos driving the vehicle and Shiloh in the passenger seat.
Video cameras from across the street from Ramos and Shiloh's home show the black Nissan leaving the residence and heading Westbound at approximately 10:38 am. In this footage, there appears to be one occupant of the vehicle, and they appear to be wearing a hat. Ramos is seen wearing a hat in the video at AP&P.
The timeline of the black Nissan leaving the residence at 10:38 would put it in the area of the Rec Center at 10:40 am when the cyclist was struck. All eyewitnesses at the scene of the accident stated that it was a male driver.
On August 14, 2024, Detective Collom spoke with Shiloh Wyasket at the Uintah County Jail. After being advised of her Miranda rights, she agreed to speak with him.
Shiloh stated that on August 13, 2024, Ramos had gone to work that morning at about 07:30. He then returned home so that they could meet with their probation officers at 10:00. She stated that after meeting with their probation officers, Ramos took her back to the house at 440 East 700 South and dropped her off.
Ramos then left the residence to return to work. She said he returned home shortly after that, stating that he was not needed at work. She said Ramos offered to remove the stickers from the side windows of the black Nissan because she had wanted them removed previously. Shiloh said she helped Ramos remove these stickers.
Shiloh stated that she had driven her and Ramos to the meeting with the probation officers, but that Ramos drove after that, and he was the driver and sole occupant of the vehicle after she was dropped off at the residence.
With this information, Ramos Cesspooch was booked into the Uintah County Jail. Shiloh Wyasket is also in jail, but her report has not been released yet.

VERNAL — A Roosevelt man is in critical condition after deputies say he was severely beaten by two people.
Ramos Ray Cesspooch, 27, is expected to survive the assault, said Uintah County Sheriff's Cpl. Brian Fletcher, but may have sustained some degree of permanent injury.
"It will be several days before they can determine whether he's sustained brain damage, and to what extent," Fletcher said.
Deputies were called at 7:30 a.m. Monday to an area in southwest Uintah County on a report of a man who had been beaten and left unconscious by the side of the road, according to Fletcher.
Cesspooch was taken to a local hospital and later airlifted to a Salt Lake area hospital.
Witnesses told detectives about an altercation that occurred between Cesspooch and Keith Blackhair, 24, of Roosevelt.
"At some point during the altercation, detectives believe Cesspooch was kicked in the head," Fletcher said, adding that authorities believe Blackhair and Rosa Ontiveros, 18, of Myton, each kicked Cesspooch in the head while he lay on the ground.
Blackhair and Ontiveras were both booked into jail for investigation of aggravated assault, Fletcher said. The other two people with Blackhair and Ontiveros at the time of the incident were also arrested on misdemeanor charges and outstanding warrants, he said.
Vernal woman accused of hitting officer booked on suspicion of 20 potential charges

VERNAL — A Vernal woman is in jail accused of hitting a police officer with her SUV, hitting another police vehicle, hitting a parked car that her ex-husband was hiding behind and leading officers on a chase while going 100 mph.
Additional details of Tuesday night’s confrontation involving Shiloh Dawn Virginia Wyasket, who turned 34 on Wednesday, have been released in a police booking affidavit.
Vernal police were called to a “domestic disturbance” at 153 E. 600 North about 7:15 p.m. Tuesday. Wyasket’s ex-husband told officers they were having dinner and consuming alcohol when Wyasket became upset after something he said, the affidavit states.
Wyasket poured a bottle of alcohol over her ex-husband’s head, and he then walked outside the residence to remove himself from the situation, the affidavit says.
“He then noted Shiloh attempting to light something on fire,” while showing police a burnt piece of paper, according to the affidavit. “(He) stated he did not know if Shiloh was attempting to light him or the house on fire.”
While hiding outside, Wyasket also smashed a TV inside the residence, police said.
The first arriving officers saw Wyasket get into her Dodge Durango. An officer pulled in front of the SUV with his patrol car in an attempt to block her.
“Shiloh then put the vehicle in gear and turned hard into the parked vehicle to the right of her vehicle. Shiloh struck the parked vehicle and moved it several feet. (Her ex-husband) had been hiding behind the vehicle Shiloh struck and was thrown to the ground when the vehicle was struck,” according to the arrest report.
As an officer approached the driver’s side window to order Wyasket to stop, “Shiloh then turned hard to the left, striking me with the driver’s side of her vehicle. (Another officer) was behind me, exiting his patrol car as he arrived on scene. Shiloh accelerated toward (the officer), who jumped back into his patrol vehicle and narrowly avoided being struck by Shiloh,” the affidavit alleges.
Wyasket fled the scene and officers pursued her. She stopped at the intersection of Vernal Avenue and Main Street, but police say she put her vehicle in reverse and hit a patrol car behind her. She then took off again, allegedly going more than 100 mph. About 3 miles later, Wyasket stopped on the front lawn of a residence where she was eventually taken into custody. Police also discovered that two of her children had been in the back seat of the Durango.
Wyasket was booked into the Uintah County Jail for investigation of 20 potential criminal charges, including aggravated arson, three counts of assault on a police officer, failing to respond to an officer’s signal to stop, two counts of child abuse and negligently operating a vehicle resulting in injury.
According to court records, Wyasket was charged with aggravated assault in March of 2022 after allegedly assaulting the same victim, but the case was later dismissed.
