Dispatcher Overhears Woman’s Cry for Help on 911 Call

Ballard, Utah (6/7/2026)—Deputy Young responded to a call regarding a domestic disturbance at a residence in Ballard. The dispatcher reported hearing a woman shouting, "get away from me," followed by loud banging sounds that may have been gunfire.
Upon arrival, Deputy Young, along with other officers, found the female victim outside a camper. She was visibly upset and crying. After ensuring the area was safe, no additional individuals were found nearby.
Officers spoke with a neighbor who mentioned not hearing any gunshots but confirmed they had heard a woman in distress and a man, later identified as 40-year-old Randall Cody Livingston, arguing with her near the camper. The neighbors then contacted the property owner, Randall's mother, who intervened by bringing Randall into her home.
In conversation with the female victim, she revealed that Randall had assaulted her multiple times over the past week. Deputy Young observed various bruises on her arms that appeared to be at different stages of healing, which she attributed to being hit or thrown by Randall. She admitted she couldn’t remember specific details about the previous incidents.
When asked about the injuries sustained during the recent confrontation, she pointed out a cut on the inside of her lip, explaining it was caused by being struck in the mouth outside the camper before she called for help.
Deputy Young also noticed bruising on her chin and the left side of her face that was consistent with being hit. She explained that an argument occurred outside the camper when he struck her. She then ran inside and locked him out, but he reached through the camper window, and when she tried to close it, he slapped her. She informed him that she was calling 911, at which point he forced the door open.
The victim urged Randall to leave, and he snatched the phone from her hand while she was speaking with dispatch. He threw the phone into a nearby field. Seeing the neighbors outside, she called for them to contact emergency services. Randall's mother then came outside and took him into her home.
The victim stated that she had struck Randall in self-defense during the altercation. She had a bruise on her hand above her knuckles. She also mentioned that Randall's brother had confronted him about his actions toward her before the police arrived.
Authorities contacted Randall's mother, who claimed he was not in the residence. The victim was then taken to UBMC in Roosevelt, where she was met by victim advocates.
Deputy Young attempted to reach Randall by phone but was unable to do so.
On 06/09/2026, Deputy Hammack located Randall with assistance from AP&P agent Coil. He was taken to the Uintah County Jail, where Deputy Young spoke with him regarding the incident.
Randall acknowledged that a physical confrontation had occurred but denied hitting the victim or throwing her phone. He had a bruise and a small cut on his left eye, which he claimed he received during the event. Randall confirmed that he and his brother had gotten into a dispute over his actions towards the female victim, but he refuted claims of having struck his brother.
Given the physical evidence aligning with witness and victim accounts, Randall was booked into the Uintah County Jail on charges of interruption of a communication device and domestic violence assault.
