Altamont man arrested for failing to register as a child abuse offender.

On February 25, 2026, a detective with the DCSO was asked to assist AP&P with a probation check on 31-year-old Keven Allen Carroll at his home in Altamont, Utah.
The AP&P agent was preparing to release Keven from probation and wanted the detective's help searching Keven's electronics for compliance. He is also a registered sex offender.
Law enforcement searched Keven's phone and computer and found that he had several social media accounts, including Snapchat, Telegram, Instagram, Steam, Discord, and Facebook, among others. Based on Keven's registry requirements, he has to list these sites on his registry.
Based on the detective’s training and experience, he knew these specific sites were used for pedophiles to lure underage children for sexual purposes, and based on Keven's previous charges, which included Sexual Exploitation with underage children, the detective suspected Keven may be using these sites to contact juveniles.
The detective and the agent spoke before leaving the residence, and they decided to check Keven’s sex offender registration to see if he had listed any of the social media sites per his requirements.
The following day, Keven's sex offender registration was checked by the detective, and he found that Keven had only listed two email accounts and a Facebook account. The AP&P agent was then contacted and informed of the discovery.
The agent decided to place Keven on a 72-hour jail hold, and the detective charged him with violations of the registry.
Detectives with the Duchesne County Sheriff's Office responded to Keven's place of employment and took him into custody. He was then transported to the Duchesne County Sheriff's Office and booked on the charges from the probable cause affidavit.
