A Sex Offender Arrested After Having A Discussion With A Family Member On How He Obtained Child Sex Abuse Material

Uintah County—On March 5, 2026, a detective with the UCSO received a report from the Division of Child and Family Services about 65-year-old Robert Allan Lough, who is a registered sex offender.
The report indicated that Robert had been discussing with a family member how he obtained child sex abuse material.
Detective Simmons checked the Utah sex offender registry using the information provided in the report and confirmed that Robert is an active sex offender who has been registered since 1998. As part of his registration requirements, Lough must register all internet profiles and aliases.
During the investigation, the detective searched Facebook and discovered Robert had three separate accounts associated with him. These accounts contained publicly available images that matched his Utah driver's license photo and listed his correct date of birth (September 29, 1960). The accounts appeared to have been created in 2021, 2024, and 2025.
A review of Lough's sex offender registry information shows only one email address, with no Facebook accounts or other social media profiles registered, constituting a violation of his requirements.
On March 6, 2026, Detective Simmons conducted a compliance check at Robert’s residence at 1050 South 9500 East in Ft. Duchesne.
During the visit, Robert told the detective that he only had one cell phone, but there were several vehicles at the residence that were not listed on his sex offender registry, and he documented their license plate numbers. Due to unregistered Facebook accounts and the widespread use of cell phones to access the site, Lough's cell phone was seized and transported to the Uintah County Jail.
Detective Simmons obtained a search warrant for Robert's cell phone, served Robert with a copy of the warrant, and began an interview after Robert waived his rights. During the interview, Robert was questioned about all the vehicles in his yard. He admitted that three of them needed to be added to his registry.
A 1967 El Camino (license plate 4GNA0), a 1998 Jeep (license plate U882TB), and a 1976 Chevrolet truck (license plate Y535YA).
Upon manual examination of Robert's cell phone, the detective found Facebook and Facebook Messenger among his recently opened applications, confirming his access to Facebook.
During their interview, Robert Lough admitted to using Facebook several times to watch videos and for other purposes. He also acknowledged his guilt in failing to add all of his vehicles and Facebook accounts to his sex offender registry.
Robert Lough was booked into the Uintah County Jail on six violations (failing to register or providing false or incomplete information), a Felony 3.
Three counts of failure to register for the three Facebook accounts, and three additional counts for the unregistered vehicles (1967 El Camino, 1998 Jeep, and 1976 Chevrolet truck) for a total of six counts. Robert has a lifetime registration requirement, which enhances these charges to Felony 3.
