Roosevelt, Ut.- On 9/21/23, the Uintah Ouray Safe Trails Task Force, along with the Roosevelt Police Department, executed a search warrant at 380 East 650 North. The probable cause was established to search the residence for illegal narcotics. Information was obtained that not only were illegal drugs being consumed at this residence, but they were also being distributed.

The search warrant was executed on September 21st, and T.F.O Watkins interviewed the female residing in the home after Miranda was issued to 30-year-old Kaycee Alletta Engavo-Farrer agreed to speak with law enforcement. Kaycee was questioned about the meth, heroin, and pills inside her home.

Kaycee denied being involved with using and selling drugs. She did admit to knowing John Garcia, who lives with Kaycee at the residence with their child. They have sold methamphetamine and is a user of meth.

While searching the residence, in the main bathroom, Officers found syringes, a Methadone pill, and Clonazepam, a Schedule four narcotic. Both pills were found in an unmarked prescription bottle.

Also found in the bathroom were some syringes and heroin. These drugs were found next to feminine hygiene products.

A chair was used to potty train a small child in the same bathroom. There were also children's toys; the only child found to be living or staying at this house belonged to John Garcia and Kaycee Farrer. The child is two years old.

The syringes and the pills were in a place where it was very easy for a two-year-old child to get a hold of these pills and needles. The heroin was in the same cabinet but on a higher shelf. A container was in the bedroom belonging to Kaycee Farrer and John Garcia. Inside was residue that was suspected of being methamphetamine.

It was apparent Kaycee Farrer exposed her two-year-old child to illegal narcotics, clearly endangering her child. This is the second time Kaycee has exposed her two-year-old child to drugs. Approximately two months ago, a traffic stop was conducted where Kaycee was holding her child, concealing drug paraphernalia around her waist, and having about seven grams of methamphetamine in her bra and a pipe used to ingest methamphetamine.

"With the events this evening exposing her child to illegal narcotics, I would request bail for Kaycee Farrer be denied. She clearly does not take any action to protect her child from being able to obtain drugs. Kaycee Farrer has a prior conviction for possessing illegal drugs. The possession of methamphetamine and heroin was enhanced by one degree."~ Officer Harrison
