A North Crescent resident receives a knock on their door from a man saying he had been shot

At around 7:30 PM, Duchesne County Deputies were dispatched to a rural area North of Roosevelt of North Crescent. The complainant informed the officer a man knocked on their door, saying someone had shot him.
When she called dispatch, the male walked away. When the complainant tried talking with him, he turned and came at them, so they drove away before he could do anything to them. The caller stated the male was last seen walking South on North Crescent Road toward Roosevelt.
While en route, Deputy Borrelli located a male who matched the description in a front yard on North Crescent Road. He pulled into the driveway, and the male began walking toward him with his hands in the air.
The male was identified as 36-year-old Ryan Matthew Arrive.
When the deputy attempted to talk to Ryan, he continued to request that BIA be there even after the deputy explained this was not tribal land. Ryan was unable to answer simple questions and began walking away, stating he was trespassing and needed to leave.
Deputy Borrelli told Ryan to stop walking away multiple times, but he refused to follow his instructions. When the deputy grabbed Ryan's arm, he started screaming assault and pulling away from the deputy. Ryan was taken to the ground and refused to put his hands behind his back.
When gathering his belongings, Ryan asks for a drink of water. Deputy Borrelli opened one of the bottles of water he was seen holding to give him a drink. Ryan stated he did not know what was done to the water because he had taken it from the house.
Ryan was transported to the Uintah Basin Medical Center for a medical clearance. Once cleared, Ryan was asked to stand up and be taken back to the patrol vehicle. He refused to follow instructions and said he was dead weight. Other officers had to assist in lifting Ryan and carrying him outside of the hospital.
While carrying Ryan, he began kicking and struck Detective Weeks in the left leg. Once Ryan was placed in the back of the patrol vehicle, he was transported to the Duchesne County Jail and booked for failure to stop at the command of an officer, simple assault on an officer, trespassing, and theft.
