A Man Finds An Ankle Monitor With A Cut Strap Taped To His Truck

A Vernal City Police Officer was dispatched to a suspicious incident. A man reported that he found an ankle monitor with the strap cut and tapped to his truck.
Officer Maughan got the ankle monitor and saw marks on the leg strap that showed someone had cut it off. The officer spoke with an agent with AP&P, who confirmed that it was their monitor.
The agent also provided information that the ankle monitor was cut at 10:45 PM the previous night at the Quality Inn located at 1684 West U.S. 40, Vernal, Utah.
The agent stated that the monitor was assigned to 30-year-old Michael Phillip Hilton, whom they had already booked into the Uintah County Jail on a 72-hour probationary hold.
Officer Maughan then spoke with Michael at the jail and first advised him of his rights per Miranda, which he said he understood. He asked Michael to tell him what had happened with his ankle monitor, and he said he had cut it off. When asked when he had cut it off, Michael stated it was around 10:00 PM at his friend's house the previous night.
Michael explained that he cut it off because he wanted to go to Salt Lake City to be in a safer area.
Michael stated he cut the monitor off and was planning to leave the Vernal area to go to Salt Lake City that night. He then gave the monitor to his friend so that he could move it around the house to make the AP&P division think he was still in town. Michael stated that he hadn't left for Salt Lake because, after researching, he found that he would still have the warrants for his arrest.
Michael Hilton was arrested and booked into the Uintah County Jail for the following:
Escape of Custody: this was due to Michael intentionally and knowingly removing and turning off a tracking device that is installed as an alternative to incarceration.
Based on the affirmation of Officer Maughan, the arresting officer, the undersigned magistrate finds that probable cause existed for the arrest without a warrant of Michael Phillip Hilton.
The current offense is a felony. The court finds substantial evidence to support the charge, and finds by clear and convincing evidence that Michael Phillip Hilton would constitute a substantial danger to any other individual or to the community, or is likely to flee the jurisdiction of the court if released on bail.
The current offense is a felony committed while on probation or parole, or while free on bail awaiting trial on a previous felony charge. The court finds substantial evidence to support the current felony charge.
Therefore, the court orders that Michael Phillip Hilton is to be held without bail.
