The week of May 19, Detective Hunter with the Duchesne County Sheriff’s Office received a cyber tip from the Internet Crimes Against Children (ICAC) task force for investigation.
Several images of Child Sexual Abuse Material (CSAM) had been sent out by the user and were attached to the cyber tip.
Detective Hunter submitted a warrant to KIK on Friday, May 23, 2025, for the subscriber information as well as all information associated with the Kik account.
On Wednesday, May 28, 2025, the detective received records back from KIK and located several images of CSAM showing young children being raped, sodomized, and performing oral sex on older males.
Detective Hunter also found a picture the user had taken of himself showing his face.
The user's pictures were sent to run facial recognition, and the individual was identified as 24-year-old Allen Russell Miller, who lives in western Duchesne County and works at a tire shop in the Roosevelt area.
On the afternoon of May 28, 2025, detectives with the Duchesne County Sheriff's Office responded to the tire shop, arrested Allen, and took him to the Duchesne County Sheriff's Office for an interview.
Allen confirmed his KIK username and his email address matched what was on the cyber tip.
Allen was asked during his use of the KIK website if he had ever sent or received CSAM material. Allen informed the detective that he had received and sent that type of material and had sent CSAM images to multiple KIK users.
