Vernal, Ut. On 11/26/23, at around 10:00 pm, Cpl Pummell was dispatched to a suspicious person report that occurred at 370 W 600 N. It was reported that a male was dropped off by a cab and had run off between two houses into a backyard.
The homeowner contacted the cab driver and was told about the male subject entering the backyard. Officers responded to the area and searched for the male until Sgt Manning located the man, who was identified as 31-year-old Andrew Lee Shiozaki.
While the Officers were speaking with Andrew, the cab driver called in and reported that Andrew failed to pay the $15.00 owed for the ride. Andrew stated he asked the cab driver if he took a cash app once he had arrived at the address.
Andrew said the driver told him he only took cash. Shiozaki stated he jumped out of the cab and ran away.
While the police were talking with Andrew, a blue pen tube was found under his leg, and Andrew said it was used to smoke heroin. In Andrew's backpack was a piece of unused tin foil, a white pen tube, and tin foil with burnt residue. Andrew said it was a pill he had smoked.
Andrew Shiozaki was arrested and transported to the Uintah County Jail and booked for theft of service and possession of drug paraphernalia.
