Vernal Man Arrested For Ticket Switching At Walmart

On April 24th, Cpl Randall spoke with the protection manager for Walmart, who stated on 4/3/24, a male came into the store and ticket-switched an item. Ticket switching is when a person takes the price tag off of an item and placed it on another. The person will then scan the incorrect barcode they placed on the item.


The store manager showed Cpl Randall the surveillance footage of the male ticket switching the item, who she thought to believe was 34-year-old William Earl Harrison, walking to the self-check-out.


William places a shark vacuum on the floor near the check-out terminal. He then scans the other items and the bar code on top of the vacuum box. The manager stated that the vacuum's barcode was on the bottom of the box. William scanned the barcode for a plastic shovel worth $1.12 while the vacuum is valued at $229.00.


William paid for the items he had scanned and then left the store.


Cpl Randall determined there was probable cause for arresting William for committing retail theft by ticket switching.


A criminal history check on William Harrison revealed that he had been convicted of felony theft in the last ten years. William Harrison was booked into the Uintah County Jail on the following charge: one count of Retail Theft/Shoplifting, enhanced to a third-degree felony due to the prior felony conviction.


On April 23rd, 2024, Cpl Randall observed a silver passenger car at the intersection of 1500 West 500 South with two cracks running the length of the windshield.


The officer turned around and stopped the vehicle at 250 South 1500 West. Cpl Randall made contact with the sole occupant of the vehicle, 34-year-old William Earl Harrison. It should be known that William is deaf.


The officer wrote his reason for the stop in a notebook so William could read it. While waiting for the records check, Cpl Randall deployed his state-certified canine Kratos to perform a free air sniff around the vehicle. Kratos positively indicated to the odor of illegal narcotics in the vehicle.


William was asked to exit the vehicle and was informed that his vehicle was going to be searched due to Kratos's indication of drugs.


William returned to the car, grabbed a plastic Walmart bag off the rear seat, and handed the bag to Cpl Oldham. William communicated the bag was not his. Cpl Oldham opened the bag and saw a black skull water bottle that had been converted into a bong. The water bottle had a glass pipe was attached to the lid.


Also in the Walmart bag was a prescription bottle; inside the bottle was a small clear baggie containing a white crystalline substance consistent with meth.


William was placed under arrest and transported to the Uintah County Jail to be booked on the charges of One count of Possession of a Controlled Substance Schedule I or II and One count of Use or Possession of Drug paraphernalia.


William Harrison is being held without bail.


A criminal history check on William showed he had two prior convictions for Distribution of a Controlled substance. Due to the convictions, the Possession of a Controlled Substance charge will be enhanced by one degree.
