Vehicle stopped for traveling 107 MPH. Driver arrested for DUI and Meth

At approximately 11:30 pm, a UHP Trooper was traveling near milepost 136 when a vehicle passed another vehicle at a high rate of speed. The Trooper's radar confirmed the speed at 107 MPH.
The Trooper initiated a traffic stop and observed one occupant inside the vehicle who identified himself as 25-year-old Caleb Joshua Freston.
Trooper Ryan asked the driver why he was driving so fast, and Caleb stated he was passing that other vehicle. The Trooper asked Caleb if he knew how fast he was going, and he said maybe 85.
The Trooper could smell the odor of alcohol emitting from the vehicle, and Caleb's speech was slurred. He struggled with retrieving his license from his back pocket, which was in his phone case.
Caleb stated stated he was going home from his work Christmas party at a steakhouse in Vernal. The Trooper asked if he had anything to drink at the party, and he said he had two beers about three hours ago.
Trooper Ryan asked Caleb some pre-exit questions. He asked Caleb to say the alphabet from E to T. He mumbled something the Trooper couldn't comprehend and started at A and went to T. The Trooper had Caleb count backward from 57 to 42. He stared at 56 and stopped at 46. Caleb then continued with 45 and stopped at 42.
The Trooper asked Caleb to exit his vehicle and stand in front of the patrol vehicle. Since Caleb didn't have a coat, Trooper Ryan let him borrow one of his.
Before they started the standard field sobriety test, Caleb stated he was involved in a motorcycle crash earlier this year. He showed the Trooper the scar on his forehead and stated the crash had severed his heel, saying he would gladly do the tests.
Trooper Ryan asked if his missing heel would affect his balance, and he said no. Caleb said his head injury did not cause any brain trauma or a concussion.
Standard Field Sobriety Test:
During the nine-step walk and turn, he could not maintain his balance during the instruction stage. During the first nine steps, he raised his arms more than approximately six inches from his body. I observed two out of eight clues. Another impairment observed was that on the return nine steps, he continued counting from nine instead of starting at one.
During the one-leg stand, he swayed and raised his right arm more than approximately six inches from his body. I observed two out of four clues. Another impairment I observed was that I had to remind him to watch his feet.
During modified Romberg he estimated the passing of 30 seconds in 46 actual seconds. During the explanation of this test, he stated it's one thousands ain't it?
At the conclusion of the tests, Trooper Ryan believed Caleb was to impaired to operate a motor vehicle and placed him under arrest.
During an inventory of the vehicle, the Trooper found a Crown Royal bag underneath the driver's seat, directly in reach of Caleb. Inside the bag was a burnt glass pipe with a white powdery substance on it. In the driver's side door was a torch and a green cup with a hole cut on the side. In the hole was a round plastic tube that was partially sticking out of the cup. The tube had a white powder substance on it. The cup had a small amount of water in it used for smoking illegal drugs. The white powder substance on both tested positive for meth.
In the Crown Royal bag, there was a separate black bag and a small plastic baggie with a glass cylinder container. Inside the container and baggie was a white crystal-like substance.
In between the driver's seat and the center console, Trooper Ryan located a 9mm handgun. The magazine of the handgun was loaded, there wasn't a round in the chamber. On the backseat of the truck was an AK-style rifle with one empty and one loaded magazine. On the backseat of the vehicle, in a camo backpack, were two more glass pipes with burnt substances on them. In the backpack was a scale with a white residue on it. The contraband and firearms were seized.
Caleb was booked into the Uintah County Jail on charges of reckless driving 105 MPH or more, DUI, possession of a controlled substance, possession of a firearm by a restricted person X2, carrying a dangerous weapon under the influence of alcohol/ drugs, and possession of drug paraphernalia.
