Two Officers Watch A Male Walk Into Independence Park To Start A Fight With Another Male

At around 9:00 am, two Vernal Police Officers were parked on the East side parking lot of the Vernal Middle School at 721 West 100 South.
During this time, Officer McCurdy saw a man he knew from past criminal encounters, 35-year-old Samuel Tony Mendelkow, arrive on his bicycle. He parked his bike and started walking through the parking lot toward Independence Park at 600 West 100 South.
Officer McCurdy had his driver's side window down and could hear Samuel loudly talking to another male who was trying to pursue an altercation.
Officer Nielsen and Officer McCurdy began walking toward the park after Samuel was observed in a public place, causing unreasonable noise and being heard acting in threatening and tumultuous behavior.
Samuel was given a lawful order to stop the behavior, but he continued yelling at a male at the park. Because Samuel failed to comply with a lawful order, he was arrested for disorderly conduct after being requested to stop.
While attempting to arrest Samuel, he tried to free his right arm and walk towards the park.
Officer Nielsen conducted an inventory search while Samuel was transported to the Uintah County Jail.
While at the jail, Officer McCurdy was advised by Officer Nielsen a financial transaction card was located with Samuel's belongings with another person's name on it. Samuel was then read his Miranda Rights and he consented to speak.
Samuel advised that he was told to retrieve some belongings from two other individuals within the city who claimed to have permission to have their property.
Officer McCurdy spoke with the cardholder via telephone. The cardholder stated no one had permission to have her financial card.
Samuel was then booked into the Uintah County Jail.
