The Uintah Basin Narcotics Strike Force arrested a male and a female with 1033 Fentanyl pills

Roosevelt, Utah (5/12/26)—Agents with the Uintah Basin Narcotics Strike Force conducted a traffic stop on a White Ford SUV.
The stop was conducted due to the vehicle drifting in and out of its lane and making abrupt corrective movements. The agents activated the emergency lights and conducted a traffic stop on the vehicle at 333 W. Highway 40 in Roosevelt City. A K9 was requested for the traffic stop.
An agent informed the driver, identified as 62-year-old Jerry Coulson Rich, of the reason for the stop. He told the agents he was unable to see the lines because he was night blind.
An agent with the FBI Task Force used his K9 to conduct a free air sniff around the vehicle, and the K9 indicated almost immediately alerted for the odor of illegal narcotics on the passenger side of the vehicle.
67-year-old Kathryn Kelly Simmons, who was in the front passenger seat, was asked to step out of the vehicle.
The agents searched the vehicle and located a purse on the front passenger floorboard directly in front of Kathryn, which contained her identification and personal effects.
The agents also found a black pouch containing 10 baggies of blue fentanyl pills, with 100 pills per bag, a silver metal container with twenty one Fentanyl Pills, a prescription pill container with 11 fentanyl pills, a container with 10 prescription suboxone strips not properly marked or stored in the proper prescription box, a plastic baggie containing Methamphetamine, a glass pipe used to smoke Methamphetamine with residue, a glass pipe to smoke marijuana with residue, a black container with marijuana and a plastic baggie with 10 Oxycodone mix pills.
Also, in a wallet inside the purse, was $583 in cash, along with a note listing three names and dollar amounts.
Under the front passenger seat, multiple pieces of tinfoil with burn marks were found. In the center cup holder area were two plastic straws, which had been melted and appeared to be used as a tutor straw. In the vehicle's center console was a digital scale.
Kathryn and Jerry were read their Miranda Rights. She stated that the Methamphetamine in the purse was hers, and Jerry declined to speak to the agents without his attorney present.
In total, 1033 Fentanyl pills were seized. Through the agent's experience investigating the distribution of illegal narcotics, and his knowledge of Jerry Rich being involved in the distribution of illegal narcotics, this quantity of Fentanyl is to be distributed and sold, along with the digital scale.
Although the pills were found in Kathryn's purse, information obtained during prior investigations, together with the fact that both individuals were traveling in the vehicle and returning from the Wasatch Front area, where the agents believe they had just obtained the Fentanyl, supports the conclusion that Jerry Rich had knowledge of, and was actively involved in, the possession and distribution of the pills.
Based on the search of the vehicle and the evidence recovered, Jerry Rich is being charged with the following offenses:
Possession of a controlled substance- Fentanyl F3
Possession of a controlled substance- Methamphetamine
Possession of Marijuana
Possession of paraphernalia
Possession with intent to distribute a Schedule II drug (Fentanyl)
Possession of a controlled substance- Oxycodone pills
Possession of a controlled substance- Suboxone strips
Based on the search of the vehicle and the items that were found, the agent charged Kathryn Simmons with the following charges:
Possession of a controlled substance- Fentanyl F3
Possession of a controlled substance- Methamphetamine
Possession of Marijuana
Possession of paraphernalia
Possession with intent to distribute a Schedule II drug (Fentanyl)
Possession of a controlled substance- Oxycodone pills
Possession of a controlled substance- Suboxone strips
Kathryn and Jerry were transported and booked into the Duchesne County Jail.
