Sex offender arrested for having a meth pipe

While out on patrol, Officer Arnold randomly ran a license plate on a white Dodge Durango and found that it had a revoked registration and no insurance.
The officer caught up to the vehicle around 1500 East 200 North and initiated a traffic stop. He informed the driver of the reason for the stop and asked for his driver's license, but the driver stated that he only had an ID card.
The driver handed the officer his ID card, identifying him as 61-year-old Walter Jonathan Brave.

The officer asked Walter who the passenger was. Walter tried pronouncing her name but couldn't remember. When asked if he knew her name, Walter said he wasn't sure. Walter also said that she missed court on Monday, so she was going with him to court to sort it out.
Because he said she missed court, the officer suspected she might have a warrant. He asked her if she had any ID on her. She said she did not. He then asked for her name, and she started mumbling in a way that couldn't be heard. The officer asked her to write her name down on paper, but it was too hard to read, so the officer asked her to spell it out. She identified herself as Azra Twiss.
The officer ran Walter's information and found he didn't have a valid driver's license. In Walter's information was an NCIC hit stating he is a Non-Compliant sex offender out of South Dakota.
He also checked the name and date of birth the passenger gave him, and it did come back to a real person, but the photo did not look like her. The officer returned to the vehicle and asked her for the last four digits of her social, and she said she didn't really know her social security number.
The officer asked if she had any cards in the vehicle with her name on them, and she said she didn’t. He had her step out of the vehicle to speak with Sgt. Harrison. After talking back and forth, she finally told the officers that her name was actually 26-year-old Raizel Damara Garfield.
Officer Arnold got Walter to the back of Durango and told him he found the non-compliant registry. Walter stated he was going to the court to take care of that. The officer told him that between the registry and no insurance, he was going to arrest him.
Walter emptied his hands, turned around, and the officer placed him in handcuffs. Walter was escorted to the patrol vehicle, searched, and put in the backseat.
Due to Raizel giving a false name she was placed under arrest.
Officer Arnold checked Raizel's information and found that she was an alcohol restricted and an ignition interlock required a driver, but they didn't find any warrants.
The officers began an inventory of the vehicle before it was impounded. During the inventory, a pipe with suspected methamphetamine was found in the center console, as well as two bottles of alcohol. Walter was read his Miranda rights and wouldn't say who the pipe belonged to.
Raizel was then read her Miranda rights and asked if she was allowed to possess alcohol or if she was restricted. Raizel said that she knew she wasn't supposed to have alcohol. She was asked if they were hers and said she had bought one of the bottles.
Raizel was then asked about the pipe and wouldn't say who it belonged to. It was explained that because it was in both of their reach, they were both going to be charged with it.
Walter Brave and Raizel Garfield were cleared medically and then transported to the Duchesne County Jail.
Raizel Damara Garfield may post bail in the amount of $2,500.00.
Walter Jonathan Brave is to be released with conditions.
