Residents call 911 on a vehicle parked in the road North of Roosevelt

On November 10th, at around 11:30 a.m., 911 received a call about a vehicle parked in the road at 3000 North Crescent Road. Witnesses reported that the driver appeared to be intoxicated.
When Deputy Smith arrived, he found the vehicle's driver, 47-year-old Andrew Cuch, still in the driver's seat, the engine running, and the passenger turning signal on.
The deputy asked Andrew what was going on, and he only made incoherent statements. When Andrew stepped out of the vehicle, he had to use the door and hood to maintain his balance.
Andrew only had his Ute Tribe ID card to provide to the deputy, and after running his information, Andrew got a warrant out of the 8th District court in Duchesne for driving under the influence.
Deputy Smith placed Andrew under arrest for the warrant and suspicion of DUI. As the deputy walked Andrew to his patrol vehicle, he had to physically hold him up to prevent him from falling. He also needed assistance getting into the patrol vehicle. Deputy Smith had to pick up his feet to get him inside to a seated position.
While inventorying Andrew's vehicle, a quarter-full bottle of whisky, an unopened bottle of vodka, two empty bottles of tequila, a 12-pack of beer, and a 32-oz can of Miller Light were found.
Deputy Smith performed an eye nystagmus test on Andrew while he was seated in the vehicle. After explaining how it worked, the test began. Andrew was unable to track the deputy's finger and continued to stare straight forward.
At the hospital, Deputy Smith and one of the nurses had to carry Andrew into the hospital room because he almost fell over while standing still. Andrew would willingly submit to a blood test.
Andrew was booked into the Duchesne County Jail.
