On 5/14/2025, Deputy Pratt assisted Deputy Russell in an investigation into a vehicle that had fled a traffic stop in the early morning hours.
Through the investigation, it was learned that the vehicle is owned by an individual from the Salt Lake area, who reported that his 24-year-old son, Dillan Avery, who is on parole, had been purchasing the car from him. Dillan then took the car to the Roosevelt area.
Dillan’s parole officer was contacted and requested that Dillan check in at the Roosevelt AP&P office.
Dillan arrived at the check-in and was greeted by Deputy Pratt and Agent Hernandez.
Dillan was questioned about the location of his car, and he stated that he had just found out it was stolen. He said the car was parked at a location in Whiterocks, and he had left the keys with the car so it could be moved if needed.
Dillan stated that he did not know who had taken the car, and he agreed to complete and sign the stolen vehicle report form.
During Agent Hernandez's search of Dillan's electronics, multiple conversations were located about buying and selling illegal drugs as well as talking about a handgun. Because of these conversations on Dillan's phone, his Parole Officer Requested that Agent Hernandez keep the phones for further investigation.
Also located on Dillan's phone were pictures of Deputy Russell's Patrol truck as well as an RPD Patrol vehicle. These photos were time-stamped within minutes before Deputy Russell's traffic stop, where Dillan's vehicle then evaded Deputy Russell.
Agent Kim requested that Dillan be taken to Uintah County Jail and held on a 72-hour hold while she could finish conducting an investigation into the information on Dillan's phones.
Once Dillan was booked into jail, he called an individual and provided them with his account login information and passwords to his iCloud account and his Facebook Messenger. He gave them very detailed instructions on deleting and wiping all the information from his Messenger, as well as performing a factory reset on both phones. He mentioned that they needed to hurry and do it because AP&P was going to continue reviewing the information.
The next day, Deputy Pratt was made aware by an individual who informed him where Dillan's car was parked the one he reported stolen. In one of Dillan's phone conversations, he asked them to retrieve his belongings from the vehicle.
With the help of BIA, they were able to locate the vehicle on Tribal land in the Randlett area.
While searching the vehicle, in the door handle pocket on the driver's door, deputies found a green leafy nugget of marijuana. There was also a small bundle wrapped in cellophane that tested positive for Suboxone, not in a prescription container.
On June 9, 2025, Deputy Pratt conducted a follow-up interview with another individual. This individual completed a signed written witness statement stating that Dillan Avery was the driver of the car when it evaded police and that he had ditched the vehicle on the property where it was later located. This individual stated that Dillan had told them himself about evading the police.
