Police Respond To A Woman Throwing Rocks and Screaming In The Street

On March 3rd, 2026, Vernal City Police Officer Maughan responded to a residence where a woman was screaming in the street, throwing rocks at her windows, and taking off her shirt.
When Officer Maughan arrived at the scene he made contact with 45-year-old Brittany Ann Bustillos who was identified as the one screaming in the street. Brittany admitted that she had been yelling due to relationship troubles, and thrown a rock at her window.
The officer spoke to the witness, who informed him that Brittany had taken her shirt off while yelling in the street, and pointed out that her 2-year-old child, who had been watching Brittany, had seen her without her shirt.
The witness told the officer that Brittany wasn't wearing a bra and her breasts were exposed while she was outside, causing a scene. A neighbor also told the officer he had witnessed Brittany with her breasts exposed while yelling in the street.
Officer Maughan spoke with Brittany, who admitted to taking her shirt off but said she didn't know how far it had gone up. She stated that she normally takes her shirt off, or rips it off, when she's angry, and that she had done the same thing again on this day.
The officer determined there was enough probable cause to arrest Brittany on the following offenses: Lewdness involving a child; this was due to Brittany intentionally and knowingly exposing her breasts in a public place while being seen by a 2-year-old child. Disorderly conduct: Brittany knowingly created a physically offensive condition by any act that served no legitimate purpose, while also yelling in the streets, causing public alarm.
