Police Respond To A Residence In Gusher On A Suspicious Person

Uintah County Deputies were dispatched to a residence in the Gusher area on the report of a suspicious person. Call notes indicated a male known to Deputies as 36-year-old Jesse Doyle Clark, AKA JD Clark, was trying to get into other residences.
It was later reported that the male was chasing a female around and told the reporting party he should have killed JD.
When the deputies arrived, JD was extremely agitated and appeared to be cut and bleeding. He also seemed to be under the influence of an intoxicant based on his demeanor toward all parties on the scene.
JD was asked how much methamphetamine he had smoked, and he raised his hand (referencing a height) and said this much. JD was then asked when the last time he smoked was, and he said, “None.”
JD is currently on probation with AP&P, and his agent was contacted about this incident and requested to respond to the scene.
While waiting for JD’s agent, he made several threatening comments toward both deputies. JD looked at Deputy O’Donnal’s gear and firearm and said he could kill the deputy and that he was a “lightweight.”
The deputies learned from one of the neighbors who arrived on the scene after returning from a hunting trip. The neighbor received a phone call saying that JD was on his property and in one of his vehicles, which was stored on his property.
After Deputy O'Donnal spoke with the second neighbor, they confirmed that JD and a female were in one of the vehicles. The property owner stated they are not allowed to stay on his property and have never been allowed onto it.
Upon AP&P Agent Cook's arrival, Deputy O’Donnal was informed that JD threatened to put something in Agent Cook's neck while he was on the phone with him. JD later came out with what appeared to be a screwdriver and held it towards law enforcement.
JD later put it down and approached Agent Cook to speak with him between a fence. During this conversation he made statements that he wished he had a gun to shoot all the officers on scene. JD then pointed a finger gun at all four law enforcement officers on the scene and stated he would shoot them all in the neck.
JD then began to walk back towards his house. Due to the many threats made toward law enforcement and unknown weapons in his house, Deputy O'Donnal approached a fence closer to the front door. JD then began to walk towards him, and the deputy aimed his department-issued Taser at JD and lawfully commanded him to get on the ground.
JD continued to refuse this order, stating he would beat that law. He then began to walk backward. A taser deployment was successful, and Officers were able to make contact with JD. JD continued to refuse lawful acts necessary to effect the arrest. He was later secured in handcuffs and transported to a local hospital.
After being evaluated by the hospital, JD was escorted to a patrol vehicle, where he continued to resist arrest by locking his legs and not allowing the deputies to secure him in the patrol vehicle.
A full cage law enforcement vehicle was requested, and AP&P arrived on the scene with the vehicle. While attempting to secure JD in the AP&P vehicle he began to flail his legs kicking the officers. JD was allowed some time to hopefully de-escalate in efforts to get him to further comply.
After some time, JD was requested to get in the vehicle. JD failed to comply, so reasonable force was used to secure him in the vehicle. During this attempt, JD head-butted Deputy Helms.
Police were able to speak with the female JD was with. She stated she had left JD's residence trying to get away from JD, but he followed her. The female also said that JD was in the vehicle trying to start it.
Jesse Doyle Clark was arrested for:
Three (3) counts of Assault by Prisoner for being a prisoner and using unlawful force and violence to inflict bodily injury on Law Enforcement, a Third Degree Felony.
Four (4) counts of Assault against a Peace Officer in Uniform for committing a threat of violence against a peace officer, with the knowledge that the peace officer is a peace officer acting within the scope of authority as a peace officer, a Class A Misdemeanor.
One Count of Burglary of a Vehicle for unlawfully entering a vehicle with intent to commit a theft, a Class A Misdemeanor.
Two Counts of Interference with a Peace Officer for having known that a peace officer is seeking a lawful arrest by refusing to perform an act required by lawful order, a Class B Misdemeanor.
One Count of Criminal Trespass for having unlawfully remained over property intending to cause annoyance to the property owner, a Class B Misdemeanor.
One Count of Unlawful Purchase by an Interdicted Person for having been in consumption of an alcoholic beverage. JD is on probation and has a no alcohol clause, and is classified as an interdicted person, a Class B Misdemeanor.
One Count of Intoxication for having been under the influence of alcohol and a controlled substance to the degree that he may endanger himself or another, a Class C Misdemeanor.
One Count of Disorderly Conduct for causing public inconvenience, annoyance, alarm, and recklessly creating a risk of public inconvenience, an Infraction.
