Police Pay A Visit To A Male Who Fell Asleep In The Entrance Of Walmart

At approximately 3:14 a.m., VPD received a report of a male wearing a blue shirt and black pants who was asleep at Walmart's entrance. Two hours earlier, this same male had been requested to leave the store.


Cpl Ross arrived at the store and met with a male who matched the description and was asleep next to one of the entrances. The male would later be identified as 45-year-old Arrow Chico Sun Wissiup by his Utah ID card.


Cpl Ross could smell the odor of alcohol coming from Arrow's person. As the officer woke him up, Arrow was difficult to understand, and his eyes were bloodshot. When standing, he had difficulty maintaining his balance and almost fell over.


While the officer attempted to speak with Arrow, he was requested to show his ID. Arrow took out his wallet, and the officer saw his ID and tried to look at it. Arrow quickly withdrew the ID from the officer and refused to provide his information.


Cpl Ross ordered Arrow to place his hands behind his back. The officer took Arrow's left arm and began pulling away. Arrow was ordered to put his arms behind his back and cease resisting arrest, which he continued to try and pull away. Arrow had to be physically restrained against the wall to place his arms behind his back to be placed in handcuffs.


After a search incident to arrest, what appeared to be a THC vape pen was located on Arrow's person.


Two officers physically escorted Arrow to the patrol vehicle, where he was secured and transported to the Uintah County Jail.


Once at the Jail, Cpl Ross went to assist Arrow out of his patrol vehicle, and he continued to pull away from him, almost kicking the officer. Arrow was again physically escorted by Cpl Ross and Jail Deputies into a Pre-booking cell. While at the jail, Arrow submitted to a PBT (portable breath test). The results of that test were .142 BrAC.



Arrow Wissiup was charged with the following: Intoxication, Interference with an Arresting Officer, Possession of Marijuana, and Possession of Drug Paraphernalia.


 Arrow Chico Sun Wissiup may post bail in the amount of $2,310.00
